- THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a request for offers, quotes or proposals. This notice does not represent a commitment by the Government to issue a solicitation or award a contract. This is a market research tool only to determine the capability of potential sources. The Department of Housing and Urban Development (HUD) is contemplating establishing a contract under NAICS Code(s) 511210, Software Publishers, and the Small Business Standard is $38.5 million, PSC Code D317, IT and Telecom - Web Based Subscription, for a Commercial-Off-The-Shelf (COTS) tool application and support services that assists procurement teams/technical evaluation teams in the efficient planning and execution of competitive source selections and is issuing this Request For Information (RFI) in order to solicit responses from capable sources and capability statements to ensure sufficient competition exists to meet the government's requirements. Teaming arrangements and joint ventures will be considered for any subsequent procurement based on the Government's market research, provided that if the prime contract is awarded to an applicable small business, that small business provides 50% or more of the services. General Scope of Work BACKGROUND The U.S. Department of Housing and Urban Development (HUD) has a need to award a contract for a web-based automated source selection support tool that is currently commercially available in the marketplace. The Contractor shall provide HUD with a commercial-off-the-shelf (COTS) source selection tool application and support services that assists procurement teams/technical evaluation teams in the efficient execution of competitive source selections. This tool will be used to document the source selection evaluations and decisions and support the Government's decision in the face of protest. DEFINITIONS Source Selection - The process of selecting a contractor through competitive negotiation. Source selection procedures are designed to (1) maximize competition; (2) minimize the complexity of the solicitation, evaluation and selection process; (3) ensure the impartial and comprehensive evaluation of proposals; and (4) ensure the selection of the source whose proposal is most advantageous and realistic and whose performance is expected to best meet stated government requirements. GENERAL DESCRIPTION OF WORK The Department of Housing and Urban Development (HUD) has a requirement for a Commercial-Off-The-Shelf (COTS) source selection tool and associated training and support. The objective of the requirement is to obtain a source selection tool which consists of a software application that may be either web-based or LAN based to support HUD's Technical Evaluation Panels (TEP) in the source selection process. This is a new requirement and will allow HUD to improve the quality and timeliness of the Source Selection Process. Performance Requirements: 1. Task 1 - Source Selection Tool The Contractor shall provide a COTS automated software tool that meets the following functional requirements: -Facilitate and document communication between TEP members and TEP chairperson -Create/incorporate pricing evaluation spreadsheets and develop summary pricing documents. -Allow for template flexibility to meet HUD requirements consistent with the Agency's source selection process as described in the Federal Acquisition Regulations FAR), Housing and Urban Development Acquisition Regulations (HUDAR), and HUD's established source selections policies and procedures. -Facilitate the rating of factors and sub-factors -Document the results of individual evaluator's ratings. -Summarize data for TEP use (e.g. summarizing ratings for use in team consensus) -Facilitate and document consensus ratings and prepare consensus and TEP reports -Track evaluation members progress during the evaluation process in real time -Support the exchanges process (e.g. Clarifications, Communications and Discussion) -Facilitate the preparation of various source selection documentation including briefing slides, and the Source Selection Decision Document for the Source Selection Authority (SSA). -Document the entire evaluation for a historical basis and or protest -Provide output reports -Include spell checking and grammar capabilities -Provide access to digital reference library materials such as solicitations, proposals and past performance questionnaires -Provide web hosted and LAN based configuration options -Provide role based access to evaluation information -Provide internal secure messaging and passwords -Complies with accessibility requirements for the disabled 2. Task 2 - Installation and Set-up The Contractor shall customize, set-up and install the source selection tool to meet HUD's requirements consistent with the Agency's source selection process and the Federal Acquisition Regulation (FAR). The Contractor shall upload all electronic proposals and HUD provided reference documents to ensure all users have on-line access during and after the evaluation process. The Contractor shall provide an archive of the official records generated during the source selection process in a read-only file. 3. Task 3 - Help Desk Support The Contractor shall provide a fully-functional help desk for providing technical support to incoming queries and issues related to the functionality of the tool and password resets. 4. Task 4 - Training Support The Contractor shall develop and provide user training to HUD personnel to ensure that users are proficient with the use of the source selection tool. Users may include members of the technical, past performance and /or cost evaluation teams, Contracting Officers, Contract Specialists, and all other members of the source selection process. In addition, the Contractor shall also provide a "train the trainer" approach to be employed by HUD. Training may be in-person or by video conference. The tasks require a set of skill categories based on the following approximate breakdown: None at this time CONTEMPLATED PERFORMANCE METRICS None at this time CONTEMPLATED REPORT REQUIREMENTS None at this time CONTEMPLATED MAGNITUDE OF THE PROJECT Unable to estimate at this time CONTEMPLATED PLACE OF PERFORMANCE Contractor's Facility RESPONSE REQUESTED LARGE AND SMALL BUSINESSES ARE ENCOURAGED TO RESPOND. This synopsis is a market research tool being used to determine the availability and capability of potential sources prior to determining the method of acquisition and whether the government will proceed with this acquisition. The Government will not pay for any information solicited. If a contract is ultimately pursued, responses to this synopsis will be used to aid in determining whether the acquisition is set-aside for small business or in establishing small business subcontracting goals. ALL QUALIFIED FIRMS ARE ENCOURAGED TO RESPOND. The capability statement shall address, at a minimum, the following for the past three years: 1. Name and address of company and or companies (if there is a teaming arrangement or joint venture); 2. Technical expertise relevant to the requirement; 3. Technical approach relevant of the requirement (1 to 2 paragraphs); 4. Management approach relevant to the requirement (1 to 2 paragraph); 5. Corporate experience relevant to the requirement (1 to 2 paragraph); 6. Indicate if you are a small business or any other socio-economic categories that apply to your firm under the designated NAICS code; 7. Whether you have had unequal access to any information relevant to the acquisition that could provide an unfair competitive advantage; 8. Relevant past performance. Your capability statement needs to include a list of three customers (Government/non-Government) within the past three (3) years highlighting similar work in nature, scope, complexity, and difficulty and a brief description of the scope of work. Your submission for relevant past performance must include for each customer: • Contract name; • Contracting Agency or Department, POC and contact information; • Yearly contract value (in $); • Whether your firm was the prime or a subcontractor; • Period of performance; • Description of work and how it relates to the requirements. Interested firms responding to this market survey must provide a capability statement demonstrating their experience, skills and capability to fulfill the Governments requirements for the above. The capability statement shall be in sufficient enough detail, but not exceed 7 pages TOTAL, so that the Government can determine the experience and capability of your firm to provide the requirements above. Please specify one primary and one alternate Point of Contact (POC) within your firm, including telephone numbers and email addresses in case clarifications of your submission are needed. Only electronic copies of capability statements will be accepted and should be emailed to: Katharina Washington at Katharina.Washington@hud.gov and Oliger Abdyli at Oliger.Abdyli@hud.gov. The e-mail shall contain the following subject line: Response to Sources Sought Notice - Source Selection Tool Requirement. The Government may use the responses received to determine whether to proceed with the acquisition as a set-aside, or in the absence of a least two small business responses to this notice, may determine to proceed with a full and open competition. This decision and whether to proceed with the acquisition is at the sole discretion of the Government. All interested firms should submit their capability statements by 11:00 AM EST on Monday, April 17, 2017, attention Ms. Katharina Washington and Mr. Oliger Abdyli.
