- This notice serves to announce the intent of the 81st Contracting Squadron to issue a solicitation for Illumina Reagent Kits for the Keesler Medical Center located at Keesler Air Force Base, MS. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit offers. This notice of intent is not a request for competitive proposals, however, all proposals received prior to the offer due date specified on the solicitation will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The applicable NAICS code for this acquisition is 325413 (In-Vitro Diagnostic Substance Manufacturing) and the size standard is 1,250 employees. The acquisition will be solicited as a commercial item using FAR 12 procedures. The Government anticipates award of a firm-fixed price requirements type contract as a result of the solicitation. The ordering period for this requirement is estimated to be 1 July 2017 to 30 June 2022. The list of required kits as well as minimum and maximum quantities will be posted with the solicitation at www.FedBizOpps.gov on or about 24 April 2017. The solicitation may be posted earlier or later. Once the solicitation is posted it is up to the interested party to review the site frequently for any updates/amendments to any and all documents; as well as verifying the number of amendments issued prior to the due date for offers. No paper copies of the solicitation will be available and no electronic or verbal responses to this synopsis will be accepted. The solicitation may be downloaded from FedBizOPPs, since copies of the solicitation will not be available for mailing. All prospective offerors must be registered in the System for Award Management (SAM) prior to award of contract with any DoD agency. Registration may be accomplished at https://www.sam.gov/. Questions will only be accepted once the solicitation is posted. All questions must be in writing, and answers will be posted for all interested parties to review.
