- This is a Sources Sought Notice as defined in FAR 15.201 (e). This is NOT a solicitation for proposals or quotations. The purpose of this notice is for market research purposes to gain knowledge of qualified sources in order to determine an acquisition strategy. The Department of Veterans Affairs, Network Contracting Office 21 (NCO 21) is requesting information to determine if there is any Service Disabled Veteran-Owned Small Business (SDVOSB), Veteran-Owned Small Business (VOSB), Small Business or other Open Market Source that can provide a Bacterial Resistance Testing System for use by the VA Palo Alto Health Care System located at 3801 Miranda Avenue, Palo Alto, CA. The NAICS code applicable to this requirement is 334516 Analytical Laboratory Instrument manufacturing with size standard of 1,000 employees. The Bacterial Resistance Testing System shall have the following salient characteristics/specifications: Must be able to identify at least 30 bacterial resistance genes in a single assay Must include a detection of carbapenemase, CTS-M ESBL, SHV ESBL, Amp-C and other ESBL resistance genes in one assay Must have a dedicated instrument to read and software to analyze the results and present a report Must have internal controls to verify the performance of each test Must have complete testing kits available (i.e. not user created) Must fit on a benchtop Qualified parties are invited to respond. Responses shall include the company name, address, point of contact, phone and fax numbers, e-mail address, DUNS number and capability statement. E-mail responses to the Contracting Officer at Cristina.lansangan@va.gov no later than April 17, 2017 at 4:00pm PST. This notice shall not be construed as a commitment by the Government to issue a solicitation or make an award, nor does the notice restrict the Government to a particular acquisition approach. A response to this Sources Sought Notice is not a request to be added to a prospective bidder s list or to receive a copy of the solicitation. Interested offerors must respond to the solicitation, if issued, in addition to responding to this Sources Sought Notice.
