- Laundry Chemicals - Base plus 4 Option Years Statement of Work (also in Section C of Solicitation document) 1. Purpose This Statement of Work (SOW) describes the performance requirement for the delivery of laundry chemicals through the use of a liquid chemical system for the Marine Corps Recruit Depot -South Carolina (MCRDPI) laundry facility The chemicals and dispensing system must provide the chemical capacity and inventory to support the types of items to be laundered, poundage of items, and types of machines used by the MCRDPI laundry facility. 2. Indefinite-Delivery /Indefinite-Quantity Contract: Issuance of Orders The Government intends to award a Firm-Fixed Price, Indefinite Delivery-Indefinite Quantity (IDIQ) contract for one (1) base year with (4) four 12 month option periods. The contract will be awarded to a qualified contractor for purpose of providing the laundry liquid chemical requirement. Delivery Orders shall be issued using SF1449 orders. In the event there is an urgent requirement, the Contracting Officer may issue an oral order followed up by a confirming SF1449 orders. 3. Delivery and Lead Times The contractor shall provide personnel, equipment, and transportation necessary to deliver laundry chemicals to the Depot Laundry, Facility Bldg. 158, MCRDPI. Standard lead time after receipt of order (ARO) is __________( maybe not be greater than 2 weeks ARO ). On occasion, the Government may have a requirement for an expedited delivery. Lead Time for an expedited/urgent delivery is ________ ARO. 4. Chemical Deliverables a) Minimum/Maximum Quantities for each chemical are listed below. These min/max quantities are applicable to each CLIN for each period of performance (base and option periods). Delivery shall be in the liquid state delivered in 55 gallon barrels with no deposits. In accordance with FAR 16.504(a)(2), the minimum quantity value for this contract is $6500. (if an interested offeror requires an alternate minimum quantity value, this value must be provided with the quote. A mutually agreed nominal value shall be provided in the contract award.) Upon contract award, this minimum quantity value will be met with the 1st delivery order. i. Detergent min 55 gal max 1430 gal. ii. Builder min 55 gal max 1430 gal iii. Sour/ Iron min 55 gal max 715 gal. iv. Softener, Bacteriostatic min 55 gal max 330 gal v. Bleach 12.5% Sodium Hydrogen Chloride min 55 gal max 825 gal b) All chemicals/barrels shall be clearly labeled as to hazards. c) All chemicals/barrels shall be listed by name, brand, and quality grade. d) Quotes may recommend chemicals that will use less product or chemicals that are completely biodegradable. Achieving EPA goals is a concern and considered a plus to this contract; chemicals required may meet or exceed the acceptability standards for technical acceptability factor per Section M. 5. Dispensing System a) The Liquid Dispensing Equipment shall be provided by contractor, owned and maintained by contractor. b) Formulas shall be provided by contractor with regard to amount of water required, water temperature, and length of cycle required. i. Formulas shall be divided for colors and whites. ii. Formulas shall be devised for each of the machines listed below for both whites and colors. iii. Formulas shall be in ounces of use item per machine with regard to machine size. c) In the event that MCRDPI updates any of its equipment, the contractor shall be aligned with the newly installed equipment and the formulas adjusted if required. 6. MCRDPI Laundry Equipment The Dispensing System and associated formulas shall be based on the following MCRDPI laundry facility Washer/Extractor equipment:. (1) Two (2) G.A Braun (microprocessor) NDT 800 LB. Side/Top Loading (Steam) Year 1991 (2) Two (2) G.A Braun (microprocessor) NDT 600 LB. Side/Top Loading (Steam) Year 1993 (3) Three (3) G.A Braun (microprocessor) NDT 400 LB. Side/Top Loading (Steam) Year 1989 (4) One (l) B&C 90 LB. Front Loading (Steam), (microprocessor) 7. MCRDPI Laundered Items a) Camouflage Utilities for active duty personnel and recruits b) Blankets, towels (colored), sleeping bags, pillows, table cloths (colored) and curtains. c) White requirements are sheets, pillow cases, towels, mess whites (dining hall uniforms), mattress covers and table cloths. d) The average poundage per year for the past three years for colors has been 2,741,087. The average for whites has been 973,785. 8. Service and Maintenance a) The Contractor shall own the injection system used to convey chemicals. Upon contract, award, the contractor shall install the injection system. A regular service and maintenance schedule shall be followed by the contractor. Preventive maintenance must be conducted on a four (4) to six (6) week time frame. This time frame may be adjusted but must be mutually agreed between the Government and the Contractor. Parts, labor, and tooling to maintain the injection/dispensing system is the sole responsibility of the contractor. b) In the event of an emergency, the Contractor shall respond within 8 hrs of the Government call. 9. Training Upon installation of the dispensing system, the contractor shall provide training to all MCRDPI laundry facility personnel regarding the proper movement, handling, and use of all chemicals. In addition, training must be provided in the proper use and programming of the injection/dispensing system.
