- This sources sought notice is intended for market research purposes only. This is NOT a Request for Proposal (RFP), or any type of solicitation for competition, and this sources sought notice does not commit the Government to solicit or award anything now or in the future. There is not a finalized definitive requirement available at this time, this is only a potential upcoming requirement, and industry sources are being sought to respond to this notice with the information requested below. The purpose of this notice is to conduct market research to identify qualified and interested sources that could provide the supplies as stated. The U.S. Department of State is in search of potential sources for NIOSH certified Chemical, Biological, Radiological and Nuclear escape respirators in accordance with 42 CFR 84, which is the standard for occupational safety and health products. The respirator must protect the user against the inhalation of chemical, biological, radiological, nuclear particulate matter and carbon monoxide for a minimum of 15 minutes, 30 minutes preferred. The respirator should allow for easy facial recognition, clear verbal communication and use of communication devices (i.e., phones). Additionally, the Department of State is interested in new and innovative escape respirators capable of meeting or exceeding these requirements including those that have yet to receive NIOSH certification or that are still under development. If your firm is interested in this U.S. Department of State opportunity, we request that your firm respond to this notice with the following information: 1. Company name, address, points of contact including phone numbers and e-mail addresses, manufacturing sites and locations; 2. Company Cage Code and DUNS Number, Business size (large or small business, and if small indicate what types of small business concern (e.g. EDWOSB, Hubzone, 8(a), woman-owned, etc); 3. Past Performance references along with brief descriptions of the respirators manufactured; 4. Any certifications, special licensing or industry recognized awards or credentials your firm may hold regarding the manufacturing of the respirator identified in your firm's response; 5. Please provide details of your firm's manufacturing approach, methods, standards, management, quality/inspection along with other related information; 6. Include detailed information of the specifications of the mask (please include pictures), indentify sizes/sizing, indentify if the mask is a commercial off the shelf product, if the mask is manufactured in the U.S. or abroad/where, storage and operating temperatures, if the respirator provides protection from carbon monoxide and smoke, CO2 concentration inside respirator during use, indicate the breathing resistance, detailed identification of operability, any Material Safety Data Sheets (MSDS) for the mask or its components; 7. Identify how each mask is labeled (i.e., serial number, lot number, manufacture date and expiration date) and identify how units are packaged, including the materials used for packaging; 8. Identify product dimensions and weight for single packed unit and units packed into shipping configuration per case. Additionally, provide product weight in the unpacked, ready for use, configuration; 9. Include any training manual and discuss any additional training that is needed to operate the mask; 10. Include warranty information and service life when retained in original packaging, as well as limits in product function if not used by a certain date post-manufacturing; 11. Identify any positive or negative environmental factors, whether in the manufacturing or use of the mask; 12. Include the logistical operation approach: Is your firm able to deliver masks from sites, and what is your firm's customary procedure for transporting masks? 13. Discuss customary delivery timelines for respirators for bulk orders (assume 10,000 units), and what is the typical timeline from manufacturing to final inspection/delivery; All of the 12 items above should be addressed in your firm's response to this notice and any questions can be made to the points of contact listed on this notice. Please address each of the 12 items above to the best of your firm's ability, given time and resources, within a 20 page limit. There will be NO compensation for responses to this sources sought notice. All participation is purely voluntary and shall incur no costs to the Government. All submissions should be sent in via email to SmithSL@state.gov and HendersonMP@state.gov by the notice response date referenced on this sources-sought notice.
