- SPECS SF1449 J&A This is a combined synopsis/ solicitation for a commercial item prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation HSFLGL-17-Q-00115 is issued as Request for Quotes (RFQ). This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95. The associated North American Industrial Classification System (NAICS) code for this procurement is 334210 and small business size standard of $100 employees. This requirement is being issued as a 100% Total Small Business set-aside. Only quotes submitted by small business concerns will be accepted by the Government. Any quote that is submitted by a contractor that is not a small business concern will not be considered for award. The Government will award a single firm-fixed price Purchase Order resulting from this solicitation. The DHS Federal Law Enforcement Training Centers (FLETC) has a requirement for Avaya Phones, this requirement is for a name brand specific request and is supported by a Justification and Approval (attached). See attachment Standard Form 1449 (SF1449) for full details and requirements with all applicable provisions and clauses. Also note specifications providing detailed product information is also attached. Questions will be accepted via email only no later than April 10, 2017 by 2:30 pm. Quotes shall be submitted in electronic format via email to roger.charnock@fletc.dhs.gov. All quotes are DUE by April 12, 2017 by 4:00 PM (EST). NOTE: To receive an award resulting from this solicitation, offerors MUST be registered in the SAM.gov database. This requirement is FOB destination all quotes should include shipping in line item price.
