- Redacted Justification and Approval (J&A) for extending Kuwait Base Operations and Security Support Services (K-BOSSS) for the period of 29 March 2017 to 28 March 2019 Area Support Group - Kuwait (ASG-KU) requests a cost-plus-award fee (CPAF) modification extending contract W52P1J-10-C-0062 with Vectrus Systems Corporation (Vectrus Systems Corporation, 655 Space Center Dr, Colorado Springs, CO, Cage Code 1D510) for Kuwait Base Operations and Security Support Services (K-BOSSS). ACC-RI projects award for the second quarter of fiscal year (FY) 2017 with funding provided from FY 2017 Overseas Contingency Operations (OCO) funds. J&A 16-020 was executed under the authority of FAR 6.302-1, and that justification's paragraph 7, Actions to Increase Competition, stated: 'ACC·RI issued a full and open, best value solicitation for the competitive follow-on on 09 March 2015. Proposals were received on 27 May 2015 and evaluations are on-going. Award is forecasted for August 2016.' An award was made on 29 September 2016; however, four protests were received and ACC-RI proactively took corrective action which resulted in the Government Accountability Office (GAO) dismissing the four protests. However, due to significant changes to the Kuwait base life support requirements since the K-BOSSS 2.0 Acquisition Strategy and Acquisition Plan were signed in 2014 and the issuance of the solicitation in March 2015, it has been determined that the K-BOSSS 2.0 solicitation will be cancelled and that these requirements be competed/included under the upcoming U.S Army Logistics Civil Augmentation Program V (LOGCAP V) competitive acquisition. Further rationale for the cancellation of K-BOSSS 2.0 is discussed in paragraph 5 below. Federal Acquisition Regulation (FAR) 7.104(a) states 'At key dates specified in the plan or whenever significant changes occur, and no less often than annually, the planner shall review the plan and, if appropriate, revise it.' An amendment to the K-BOSSS 1.0 Acquisition Plan is currently being routed for signature by the Principal Assistant Responsible for Contracting and is expected to be signed prior to the award of any modification to extend the term of this contract.
