- Draft Performance Work Statement for the High School and Beyond 2020 Longitudinal Study Request for Capability Statements (High School and Beyond 2020) High School and Beyond 2020 (HS&B:20) The U.S. Department of Education (the Department) is hosting a Vendor Webinar Event to provide pertinent details regarding a new Fiscal Year 2017 procurement: High School and Beyond 2020 study (HS&B:20); on behalf of the Departments' Institute for Education Sciences (IES), National Center for Education Statistics (NCES). The Department's intent is to host a Webinar during which interested parties and prospective offerors can obtain key information on the requirement, to allow for a robust understanding of the respective requirement in its entirety, to obtain valuable feedback from industry, and to provide a platform whereby both large and small businesses may obtain the information on other interested parties to support robust small business subcontracting opportunities, partnering and/or teaming arrangements. Attachments to this notice are as follows: Attachment A - Draft Performance Work Statement Attachment B - Capability Statement Instructions A brief overview of the requirement and logistical information for the Vendor Collaboration Webinar Event is provided below: Requirements Overview The Department intends to award a contract in FY 2017 for a large, complex data collection that called HS&B:20. HS&B:20 is designed to continue the series of longitudinal data collection efforts that began with the National Longitudinal Study of 1972 (NLS-72) and was followed by High School and Beyond (HS&B) in 1980, the National Education Longitudinal Study of 1988 (NELS:88), the Education Longitudinal Study of 2002 (ELS:2002), and the High School Longitudinal Study of 2009 (HSLS:09). HS&B:20 will begin with a ninth-grade cohort in the fall of 2020 that will be re-contacted in the spring of 2024 when most of the sample will be 12th-graders. At that time, the cohort will be freshened so that it is nationally representative of 12th-graders in 2024, and thus comparable to NCES collections from 1972, 1982, 1992, and 2004. HS&B:20 will survey students and their parents, their school administrators, their school counselors, and their teachers. Administrative record information on transitions between eighth grade and ninth grade and selection into ninth-grade classes as well as high school transcripts will also be collected. Ninth- and twelfth-grade students will also be asked to complete academic assessments in at least two subject areas, one of which shall be mathematics. The methods of data collection will include computer adaptive testing, web questionnaires, telephone interviews, and in-person interviews. The base-year, first follow-up, and high school transcript collections of this study will each culminate with data files, a First Look report, and data file documentation. This requirement consists of the following overall activities: 1. Plan and conduct the ninth-grade data collection (fall 2020); 2. Update student locating information (e.g., address change, school transfer, dropout status) between rounds of data collection, with updating occurring at least once during the spring of 2023 when most of the students will be 11th-graders; 3. Plan and conduct the twelfth-grade data collection (spring 2024); and 4. Plan and conduct the high school transcript collection (summer-fall 2024).
