Description

Naval School Explosive Ordnance Disposal (NAVSCOLEOD) requires maintenance and service for its currently installed Lenel Controlled Access Security Systems and supporting sub-systems. The Lenel Controlled Access systems include Common Access Card (CAC) enabled vehicle gates, CAC enabled doors, Closed Circuit Television (CCTV) monitoring systems, and building intercom systems. The three systems are integrated and managed by the Lenel Controlled Access Security System that provides critical passive and active physical security measures to NAVSCOLEOD. The Lenel Controlled Access Security Systems contain unique items that must be maintained by a certified Lenel dealer. The services to be performed are Maintenance and Service for currently installed, Lenel Controlled Access, security systems detailed in Technical Exhibit 1 (TE1). The equipment listed in TE1 make up the security systems that operate CAC reader doors and gates, CCTV video monitoring systems, and intercom systems installed throughout the buildings at NAVSCOLEOD. In accordance with FAR 6.302-1 (c), the required major supporting parts of the security system are unique and are proprietary to one manufacturer, Lenel. The contractor providing the maintenance and service of the installed security system is required to be a certified Lenel dealer, with access to Lenel technical support, authorized to work on the installed Lenel systems under the current license file, and able to maintain the current Lenel security management systems warranties. It is anticipated that there will be adequate competition among authorized Lenel service providers (see below list below of potential suppliers). Interested vendors are requested to submit a capability statement outlining their ability to meet or exceed this requirement no later than 2:0PM (Eastern Standard Time), Friday 12 April 2017, to Manuela Voicu at manuela.voicu@navy.mil stating the following information: (1) Sources Sought Number; (2) Company name, General Services Administration (GSA) Contact Number, address, POC name, phone number, fax number and email; (3) Contractor (CAGE Code); (4) Size of business - Large Business, Small Business, Small Disadvantage, 8(a), HubZone, Woman-owned and/or Veteran-owned; (5) If the Services can be solicited from a GSA schedule contract vehicle or Open market; (6) Salient characteristics of the services being proposed which demonstrate the equivalency to the services requested by the Government, in accordance with the attached Draft Performance Work Statement document; and (7) Contractor (Manufacturer or Distributer), if applicable. The Government will use the result of this announcement to determine whether the acquisition of the above requirement should be solicited as a Small Business Set-Aside, or whether Full and Open Competition procedures will be utilized. Submissions are Not-To Exceed (NTE) 15 Standard typewritten pages. All technical questions and inquiries may be submitted within the response.
