Description
THIS IS A NOTICE OF INTENT TO SOLE SOURCE, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION WILL NOT BE ISSUED AND PROPOSALS ARE NOT REQUESTED AT THIS TIME. NAICS: 541330 The New Orleans District, US Army Corps of Engineers (USACE) intends to negotiate on a noncompetitive basis with Louisiana State University in accordance with FAR 13.106-1(b)(1)(i) to award a firm fixed price contract to investigate the problem of under levee seepage along the Mississippi River levee at the vicinity of Profit Island during the high river stage. The problem will be evaluated via a 2-D FEA and a 3-D simulation. At the end of this project, a 3-D hydrologic and geotechnical model is expected to be validated using past stage data and seepage records. The model will be capable of evaluating erosion and piping problems for the Profit Island vicinity levee in the Mississippi River fluvial plain. Parties may express their interest and capabilities to perform this work, accompanied by supporting literature, to the Contracting Officer no later than 18 April 2017 by 12:00pm Central Standard Time. Responses should be sent to lauren.a.gandolfi@usace.army.mil. Telephone responses will not be accepted. Information received will be for the purpose of determining whether or not to conduct a competitive procurement; therefore, the initial submission must include adequate information for the Contracting Officer to determine whether the contractor is capable of providing the required services. Additional information will not be requested. Interested parties must be registered in the System for Award Management (SAM). The determination to conduct a competitive procurement based on responses to this notice is solely within the discretion of the Contracting Officer.
