Description

The VA Sierra Pacific Network (VISN 21) intends to issue an Invitation for Bid to award a single firm fixed-price contract for construction services for the Building 7 Renovation, Project 654-16-621, located at the VA Sierra Nevada Health Care System (VASNHCS) VA Medical Center, 975 Kirman Avenue, Reno, Nevada, 89502. This project consists of approximately 8,400 square feet of interior and 7,425 square feet of exterior renovation and new construction. The interior renovation will provide addition office and trade specific shop spaces for Operational and Maintenance personnel. As for the exterior, this will provide a new handicap accessible ramp and 5,425 square feet of paved asphalt over the south side area. The exterior project consists of demolition of concrete sidewalks/curb, landscaping and irrigation, concrete patio area/curb, drainage and demolition to the roof, single ply membrane and install new roofing system for Building 7. The interior project consists selective demolition, asbestos removal, HVAC, DDC controls, hot and chill water, domestic water, electrical, telcom systems, fire sprinklers systems, fire alarm system, address system, new walls, finishes, painting, and other related architectural work for a fully functional facility. The contract construction period of performance will be 270 days after the Notice to Proceed (NTP). This project is being solicited as a total 100% set-aside for Service Disabled Veteran Owned Small Business (SDVOSB). IAW VAAR 836.204, the magnitude of this project is between $ 2,000,000 and $5,000,000. The North American Industry Classification System (NAICS) code for this procurement is 236220, Commercial and Institutional Building Construction, with the Small Business Size Standard of $36.5M. Your attention is directed to FAR CLAUSE 52.219-14(c)(3) Limitations on Subcontracting which states By submission of an offer and execution of a contract, the Offeror/Contractor agrees that in performance of the contract, the concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees applies to this project. The solicitation is tentatively scheduled to be released on-or about 27 April 2017. The location, date and time of the pre-bid conference will be in the solicitation. The bid opening date is scheduled for on-or about 30 May 2017. Actual dates and times will be identified in the solicitation.
