- Description(s): Contractor is to furnish fresh and frozen beef products (primals/sub-primals, case ready, and offals) for the Defense Commissary Agency (DeCA) commissaries located within the Continental United States (CONUS) including Puerto Rico and Cuba. For the purpose of this solicitation, the following 94 DeCA Central and East Area commissaries are grouped geographically into 11 groups: Group 1: (2 locations) Fort Buchanan, Puerto Rico, and NEXMART located in Guantanamo Bay, Cuba. Group 2: (13 locations) Pittsburgh Area - PA; Rock Island - IL; Wright Patterson AFB - OH; Great Lakes (supports McCoy); Harrison Village - IN; Fort Campbell, KY; Fort Knox, KY; Selfridge ANGB - MI; Scott AFB - IN; Fort Leonard Wood - MO; Whiteman AFB - MO; Richard Gebaur - MO. Group 3: (7 locations) Fort Eustis - VA; Fort Lee - VA; Langley AFB - VA; Little Creek -VA; Norfolk - VA; Oceana - VA; Portsmouth -VA. Group 4: (13 locations) Patuxent River -MD; Bolling AFB - DC; Forest Glen -MD; Dover AFB - DE; Aberdeen PG - MD; Andrews AFB -MD; Annapolis -MD; Fort Meade - MD; Fort Belvoir - VA; Fort Myer - VA; Quantico - VA; Dahlgren - VA; Fort Detrick - MD. Group 5: (15 locations) Hanscom AFB - MA; Fort Hamilton - NY; Mitchel Field - NY; Saratoga Springs - NY; West Point - NY; ARDEC-Picatinny - NJ; Carlisle Barracks - PA; New London - CT; Bangor -ME; Lakehurst - NJ; McGuire AFB - NJ; Fort Drum - NY; Tobyhanna - PA; Newport - RI; Portsmouth NS - NH. Group 6: (6 locations) Kings Bay - GA; Mayport - FL; Jacksonville - FL; Key West - FL; MacDill AFB - FL; Patrick AFB - FL. Group 7: (9 locations) Fort Stewart - GA; Hunter AFB - GA; Robins AFB - GA; Shaw AFB - SC; Fort Gordon - GA; Charleston AFB - SC; Charleston NWS - SC; Fort Jackson - SC; Parris Island - SC. Group 8: (8 locations) Moody AFB - GA; Fort Rucker - AL, Tyndall AFB - FL; Whiting Field - FL; Hurlburt Field - FL; Albany - GA; Eglin AFB - FL; Pensacola - FL. Group 9: (6 locations) Gunter AFB - AL; Maxwell AFB - AL; Redstone Arsenal - AL; Fort Benning - GA; Columbus AFB - MS; Arnold AFB - TN. Group 10: (8 locations) Little Rock - AR; Memphis - TN; New Orleans - LA; Barksdale AFB - LA; Fort Polk - LA; Gulfport - MS; Keesler AFB - MS; Meridian NAS - MS. Group 11: (6 locations) Camp Lejeune - NC, New River - NC, Seymour-Johnson - NC, Fort Bragg (North) - NC, Cherry Point - NC, Fort Bragg (South) -NC. A single solicitation containing eleven (11) geographical groupings will be issued. The Government will award one or more contracts resulting from this solicitation based on evaluation using Best Value, Trade Off procedures. A Requirements Type Contract is contemplated with Firm Fixed Price with Special Factor pricing that will adjust the unit price weekly based on the market index (Weekly National Carlot Meat Report). The NAICS Code is 311611 for this requirement with a size standard of 1000 employees. The period of performance will be for a base period of 24 consecutive months, plus three 12-month option periods. This solicitation will be issued on an unrestricted basis. All offers from large business firms must submit an acceptable subcontracting plan with their offer. Offers received without an acceptable plan will not be considered for award. The Request for Proposal (RFP) will be released on or about May 24, 2017.
