- REFERENCE: N102-17-T-1005 Military Sealift Command - Norfolk, VA (MSC) intends to issue a Firm-Fixed Price Blanket Purchase Agreement to a single source under the authority of FAR13.501(a), Sole source (including brand name) acquisitions, on or about 21 April 2017 to National Safety Council. The ordering period will include a 1 year base period with 4, 1 year option periods. The purpose of this agreement is to provide first aid training materials related to CPR, AED and first aid to include: books, instructor guides and approvals. These materials will be used by MSC to train its civilian mariners (both ashore and afloat) on basic first aid. All civilian mariners (CIVMARs) are required to be certified in basic first aid in accordance with 46 CFR 11.302. This requirement is mandated by the United States Coast Guard (USCG). National Safety Council is the only organization that accommodates a 24-student class with one instructor with USCG third party approval; Ref: 46 CFR 10. - 12.0. This third party approval is a compelling necessity. This procurement is a FAR Part 12 acquisition being conducted using FAR Part 13.5 procedures. The North American Industry Classification System (NAICS) code for this requirement is 511199 with the size standard of 500 employees. This notice of intent is not a request for proposals or quotes; however, all responsible contractors are requested to provide company and technical information if they believe they are capable of fulfilling this requirement. Any potential responses to this notification are required to be submitted electronically (e-mail) using either the Portable Document Format (PDF) or Microsoft Word format and address to Susan Moomaw at susan.moomaw@navy.mil. Responses shall not exceed five pages in length and must be received no later than 4:30PM ET on 11 April 2017. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
