Description
Special Notice The U.S. Geological Survey, Western Geogrsaphic Science Center (WGSC), Menlo Park, CA requires spatial models of ecosystem services that are based on complex biophysical remote sensing models. The products required must be generated from Google Earth Engine (GEE) models of vegetation cover-spectral relationships specific to ecosystems of the Colorado Plateau. Further, producing these products at Landsat 30m resolution repeatedly year after year means massive computation which is being completed using cloud computing in Google Earth Engine (GEE). The North American Industry Classification (NAICS) Code is 541712, Research and Development in the Physical, Engineering, and Life Sciences (except biotechnology), size standard 1,000 Employees. The USGS intends to make a non-competitive award to Bay Area Environmental Research Institute (BAERI), Petaluma, CA a non-profit organization. The Government intends to award this requirement noncompetitively in accordance with FAR 13.106-1(b) (1). The key requirements for the potential conractor are: 1. The ability to develop highly skilled remote sensing expertise in Phyton, java script, and GEE algorithms which have been in use on WGSC projects since inception. Dryland ecosystems are complex and require great knowledge of various cover types and geographies. 2. Develpop and apply Automated Cropland Classification Algorithms (ACCA )whuch are essential in development, testing, and accuracy assessment. These ACCAs are novel, unique, and advanced and need to match seamlessly with ACCAs already in use by the WGSC. The anticipated contract will be firm fixed price. A vendor must be registered at http://www.sam.gov to be awarded the contract. The intent of this notice is to determine if any other source(s) exist. All responsible sources may submit a capability statement, which shall be considered by the Government. The information received in response to this notice will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. This is not a request for quotation, and the Government does not intend to pay for information received. A determination by the Government not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Respondents will not be notified of the results of any Government evaluation of the information received. All questions and submissions in response to this notice must be submitted electronically via email to Stewart Evans at sevans@usgs.gov by 1300 EDT on April 20, 2017.
