Work will consist of but is not limited to the design, permitting, site preparation, construction and commissioning of the facilities in accordance with the RFP documents, Project Requirements Manual (PRM) and approved design. Scope of the project includes the design and construction of a one or two story facility consisting of an assembly hall, offices, classrooms, kitchen, latrines, and storage areas, physical fitness, vehicle work bays, and supporting spaces to be constructed on a 37 acre site along Highway 6/Kimberly Road and located west of Wisconsin Avenue in Davenport, Iowa. The size of the building is not to exceed 87,300 SF. Supporting facilities include fenced military parking areas and privately-owned parking area, aprons, curbs, sidewalks and access roads totaling approximately 25,500 SY of concrete. The project also includes a loading dock, loading ramp, and a fuel containment area. Finish work to include landscaping, seeding, and sodding as required. The solicitation will include a Brand Name Justification for Falcon T-Series Interchangeable cores; PowerLogic for utility metering; Distech for DDC system; and Honeywell for fire alarm systems. Magnitude of this project is between $10,000,000.00 and $25,000,000.00. The anticipated contract performance period for design and construction is 540 days after notice to proceed, to include inspection and punch list. This acquisition will be procured on an UNRESTRICTED basis. The North American Industry Classification System (NAICS) code for this work is 236220. The small business size standard is $36.5 million. The HUBZone preference IAW FAR 19.1307 applies. A Small Business subcontracting plan will be required for large business offerors who are selected to propose in Phase Two and must be submitted with the Phase Two offer. One or more of the items under this acquisition is subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements. This procurement is being solicited using the two-phase design build selection procedures authorized by FAR 36.3. The Phase One solicitation being issued on 7 April 2017. The Phase One pre-proposal conference is schedule for 12 April 2017, 1:30 PM local time at the Iowa Army National Guard Base, 7105 NW 70th Ave, Johnston, Iowa in Bldg. #S-70, Room 23(A). Interested contractors are encouraged to attend and shall follow conference registration and base access requirements shown in the solicitation. All questions for the pre-proposal conference must be submitted by 11 April 2017 via email to brenda.m.mcknight.civ@mail.mil and mark.l.thompson10.mil@mail.mil. Phase One closing date is 8 May 2017. Actual dates and times are identified in the solicitation. The source selection process will be conducted in accordance with FAR Part 15.3 and DFARS Part 215.3. Phase One evaluation factors include, but are not limited to the offeror's technical capability and past/present performance. Price is not required with Phase One proposals. Following the review, evaluation, and rating of these proposals, the Government intends to select a minimum of two, but not more than five, of the highest rated contractors to advance to Phase Two. The tentative date for issuing the Phase Two solicitation is on/about 21 Jun 2017. The date and time of the Phase Two Pre-proposal Conference and the Proposal Closing Date will be provided in the Phase Two RFP. At the time the Phase Two solicitation is issued, the Project Requirements Manual will be provided to each firm selected to advance to Phase Two. The Phase Two evaluation factors include Price, Technical (Project Management Plan, Design & Construction Schedule, and Data, Project Management Plan, and Technical Data), and Past/Present Performance (from the phase one proposal).
