INTRODUCTION THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION. The National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisitions (OA), intends to negotiate and award a purchase order on a noncompetitive sole source basis to Biovision Technologies, 64 E Uwchlan Ave 273, Exton, PA, 19341-1203, to provide an optical splitter and camera system that will be integrated into the super-resolution iSIM microscope owned by NHLBI's Light Microscopy Core. BACKGROUND The mission of NHLBI's Light Microscopy Core is to assist investigators in experiments involving light microscopy with state-of-the-art equipment, training, and image processing capabilities. The Core has a type of microscope (iSIM) that allows for very fast super-resolution imaging. This microscope was designed by researchers in NIBIB with assistance from the Core director. It has since been commercialized by the UK company Visitech and sold locally by Biovision (American distributor for Visitech). This microscope has only one camera which limits its ability to do many types of experiments which are needed by users of the Core. The camera and optical splitter in this purchase will allow for simultaneous video-rate capture of two colors. Visitech has tested the two-camera design and has specified that the proposed camera and splitter will work with this complicated system. PURPOSE The purpose of this acquisition is to procure an optical splitter and camera system to allow for simultaneous two-color imaging on an existing super-resolution iSIM microscope (NIH# 02037390). This microscope already has a camera for single color work but the required optical splitter and second camera would allow for two fluorophores to be imaged at the same time at video rates and 16-bit depth. This would allow the very fast super-resolution imaging of biological samples that is critical to many labs in the NHLBI-DIR. JUSTIFICATION The sole source determination is based on the fact that Biovision (American distributor for Visitech) is the manufacturer of the iSIM microscope. Due to the proprietary nature of these components, only Biovision can add this splitter and the necessary optics to their system and still allow for service and warranty for this system. These components must work seamlessly with a beam combiner and other optical/mechanical parts. The integration of these lasers into this custom system requires proprietary knowledge on the part of Biovision, and only Biovision will guarantee the seamless integration, functionality and warranty for this system, allowing the Core to continue its valuable research in the field of Light Microscopy. REGULATORY AUTHORITY This acquisition is conducted under the authority of the Federal Acquisition Regulations (FAR) Subpart 13.106-1(b), soliciting from a single source (for purchases not exceeding the simplified acquisition threshold) and only one responsible source and no other supplies or services will satisfy agency requirements. ADDITIONAL INFORMATION Industry Classification (NAICS) Code is 334516, Analytical Laboratory Instrument Manufacturing, and the Small Business Size Standard is 1000 employees. The acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures, therefore the requirements of FAR Part 6, Competitive Requirements, are not applicable (FAR Part 6.001). The resultant award will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-95 (January 19, 2017). This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. All responses must be received by April 13, 2017 at 9:00AM EST and must reference synopsis number NHLBI-CSB-HL-2017-104-KMA. Responses shall be submitted to the National Heart, Lung, and Blood Institute, Office of Acquisitions, COAC Services Branch, 6701 Rockledge Drive, Room 6127, Bethesda, Maryland 20892-7902, Attention: Kevin Alvarez.
