Description
Procure several deliveries of oil, most of them in volumes suitable for railcar transport, which is anticipated to reduce costs. Approximately 24,000 gallons of oil come in a railcar, equating to approximately three tanker truckloads of oil. Two different viscosity levels of the same type of oil are needed, with the higher viscosity oil having an additional additive blended into the oil. Dworshak and McNary together will require approximately eleven railcars' worth of Mobil DTE Heavy Medium ISO VG 68 Oil. Little Goose, Lower Granite, and Lower Monumental together will require approximately seven railcars' worth of Mobil DTE Heavy ISO VG 100 Oil with 2.5% Lubrizol 5346 additive, homogeneously blended such as by injection into the oil stream during filtering. The final deliveries are expected to be smaller than a railcar; the exact quantities will not be known until the oil replacements are near completion, due to uncertainty in exact volumes required. A similar quantity of old oil is to be removed and disposed of properly. All new oil must be filtered at a minimum of 60 degrees F to a cleanliness level of 17/15/12(c) with less than 100 ppm of water at delivery. There are extensive laboratory tests required from an ISO 9001 and ISO/IEC 17025 certified lab, which is independent of the Offeror and independent of ExxonMobil. The number of tests expected is on the order of 170 tests over the anticipated 3 year duration of the contract. There are extensive cleanliness requirements with certification submittals for the oil delivery trucks. Offeror will be required to have facilities capable of storing 48,000 gallons of oil at a time, with one 24,000-gallon "batch" of oil being warmed/filtered/mixed, and the other 24,000-gallon "batch" of oil awaiting lab test results and Government approval of those results prior to starting filtration.
