Description
The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis with the National Academy of Sciences, Washington, DC under Other Than Full and Open Competition by the authority of the Federal Acquisition Regulation (FAR) Subpart 6.302-1(a)(5), Authorized or required by statute, relative to conducting assessments and studies of the technical quality of NIST's Measurements and Standards Laboratories. This is a sole source requirement based on the following: a) NIST's authorization language (15 U.S.C. 278j Studies by National Research Council) states the Director may periodically contract with the National Research Council for advise and studies to assist the Institute to serve United States industry and science; and, b) Public Law 114-329, American Innovation and Competitiveness Act, signed into law 6 Jan 2017, states in part in Sec. 107 Laboratory Program Improvements that NIST's comprehensive strategic plan shall consider recommendations from the National Academy of Sciences. The technical quality of NIST's research programs are essential in drafting and implementing the strategic plan. A cost type ID/IQ contract will be issued on or about September 22, 2017 with a 12-mo. base period beginning October 1, 2017 and (4) 12-mo. option periods. No solicitation package will be issued. This notice is not a request for competitive proposals; however, interested parties may identify their interest and capability to respond to the requirement. Inquiries will only be accepted via e-mail to randy.schroyer@nist.gov. The Government will consider responses received by 5:00PM EST, April 28, 2017. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. This notice of intent is not a Request for Proposal (RFP) nor is it a request for competition. No telephone requests will be honored. The North American Industrial Classification System (NAICS) code for this acquisition is 541690, and the size standard is $15.0M.
