- Description
- The United States Geological Survey intends to make a non-competitive award for an Indefinite Delivery Indefinite Quantity (IDIQ) contract to Vincent Coates Genomic Sequencing Laboratory (VC-GSL), located in Berkeley CA. to process plant and animal DNA samples for whole-genome sequencing. The Government requires having the laboratory generate single and paired-end sequence reads (50-150 base pairs) from multiplexed and indexed DNA library preparations from plants and animals using the Illumina Sequencing platform and perform sample quantitation using qPCR and a high sensitivity bioanalyzer. Current services needed are 100 SR and 150 PE runs on the Illumina HiSeq 4000 platform. After initial services have been performed we may require additional services including 50 SR, 50 PE, 75 PE,100 PE, 150 SR runs on the HiSeq4000 or HiSeq 2500 or Miseq 150- 600 cycle. The QB3 Vincent Coates Genomic Sequencing Laboratory (VC-GSL) is uniquely qualified to process the Government ¿s plant and animal DNA library samples based upon the need for continuity of data. In 2014, 2015, and 2016, animal DNA library samples were analyzed by QB3 Vincent Coates Genomic Sequencing Laboratory (VC-GSL). The Government is now expanding upon these projects, and additional DNA sequencing is required. Meaningful analysis of sequencing data relies crucially on the accurate calling of genetic data (individual base calls). To ensure data comparability is achieved between the old and new datasets, the same laboratory must be used. This will ensure that the datasets have maintained uniformity for scientific certainty and ensure that an identical sequencing platform (e.g. using the same chemistry, alignment procedures, and fluorescence intensity) will be used for data comparability (i.e. so that the data match to the previously collected data). Specifically we need to use the same instruments in the VC-GSL lab to: ¿ Reduce the error rate in data collection that would otherwise be introduced by using different sequencing machines from a different lab. ¿ Increase accuracy of data alignments between old and new datasets. The accuracy of the alignment has a crucial role in downstream population-genomic analyses. Using different platforms and labs for data collection within the same project would decrease accuracy because base-calling procedures vary according to sequencing platforms and how those platforms behave in each lab setting. This requirement is a commercial item prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. The proposed action will be awarded in accordance with FAR Part 13 Simplified Acquisition Procedures. All interested parties must include the following: Submission of Questions and Quotes: In accordance with FAR 5.207(c)(16)(i) all responsible sources may submit a quotation which shall be considered by the agency. All Submission of questions and quotes shall only be accepted through electronic mail addressed to the Contracting Officer Gerald Lewandowski at glewando@usgs.gov. All questions and quotes required by this notice must be uploaded and received in their entirety no later than 03:00pm EST on April 16, 2017. Questions and quotes by hardcopy or the FedConnect web portal or Fed Connect Message Center shall not be accepted or considered. NOTE: All information submitted in response to this announcement is voluntary - the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. Materials submitted to the Government for review will not be returned. This notice and any resulting in a solicitation or purchase order conforms to the requirements in place through FAC 2005-95, dated 19 Jan 2017. The North American Industry Classification System (NAICS) code is 621511 DNA Lab Testing, size standard $32.5 million
