- Department of Veterans Affairs Veterans Health Administration Sources Sought Notice This is a Sources Sought notice and not a request for quotes. This request is solely for the purpose of conducting market research to enhance the Government s understanding of your company s offered services and capabilities. The Government will not pay any costs for responses submitted in response to this Sources Sought. This Sources Sought notice provides an opportunity for respondents to submit information about their capability, availability, and qualifications to provide the services described below. The Veterans Health Administration (VHA) is seeking a Contractor located in (or near) Rockland, ME to provide outreach and counseling to assist WWII, Korea, Vietnam Era (if seen prior to 01/01/04) and Post Vietnam War Zone Veterans (and now Veterans of the Persian Gulf War and the conflicts in Lebanon, Grenada, Panama, Somalia and the War against Terrorism (OEF and OIF) referred by the Togus VA Medical Center in Augusta, Maine or its Veterans Outreach Centers located in Maine. The term readjustment counseling means: Individual, group, and family counseling, employment counseling, benefits counseling, and referral services for eligible veterans who have psychosocial problems as part of readjustment to civilian life after military duty during specified conflicts. The counseling may include traditional psychotherapeutic modalities, but the purpose of psychotherapy (or any modality) must be, as a primary task, to address readjustment difficulties derived from military duties and the homecoming experience. This Sources Sought notice will help the Network Contracting Officer better understand the market for these services. GENERAL REQUIREMENTS: Place of Performance: Contractor must be located in (or near) Rockland, ME and able to receive Veterans referred for counseling. Period of Performance: The anticipated periods of performance for the contract resulting from this procurement are as follows: Base Period: 01 June 2017 31 May 2018 Option 1: 01 June 2018 31 May 2019 Option 2: 01 June 2019 31 May 2020 Option 3: 01 June 2020 31 May 2021 Option 4: 01 June 2021- 31 May 2022 Services Required: Readjustment Counseling Services must be provided by a Counselor under the following: Psychiatrist, Psychologist, or Social Worker. Said Counselor must offer individual therapy, group therapy, and couple or family therapy. Estimated Quantities: 310 hours of individual counseling and 50 hours of group counseling Qualifications: Contract Counselor assigned to perform the services covered by this contract shall have a current license to practice in the State of Maine. All continuing education courses required for maintaining certification must be kept up to date at all times. Documentation verifying current certification shall be provided by the Contractor to the VA COR on an annual basis for each period of contract performance. Eligibility in participating in a future acquisition does not depend upon a response to this notice. Proprietary information is neither requested nor desired. If such information is submitted, it must clearly be marked "proprietary" on every sheet containing such information, and the proprietary information must be segregated to the maximum extent practicable from other portions of the response (e.g., use an attachment or exhibit). The Government will not share proprietary information. TIMELINE: This request will close on Wednesday, March 12, 2017 at 1PM EST.
