Description

The Naval Surface Warfare Center Carderock Division (NSWCCD) has a requirement for the Reapplication of new barcodes on Thermo-Fisher Scientific, Thermo-Luminescent Dosimeter (TLD) Readers. The NAICS code is 334511 and the Product/Service Code is 6665. The proposed purchase order is being solicited on a sole-source basis to Thermo Fisher Scientific. The proposed action is for the Reapplication of new barcodes on the TLD cards used in the DT-702 TLD manufactured by Thermo Fisher Scientific. Thermo Fisher Scientific is the only source, for which the Government intends to solicit and negotiate with only one source pursuant to FAR 6.302-1(a)(2)(ii). The basis for restricting competition is for the following reason: Thermo Scientific is the manufacturer of these TLD units and have the knowledge, experience, and expertise, as well as proprietary system parts to properly prepare and apply the barcodes. The NSWCCD intends to award a firm fixed-price purchase order to the Thermo Fisher Scientific using Simplified Acquisition Procedures. Interested parties may identify their interest to this requirement by submitting a capabilities statement no later than 20 April 2017. This notice of intent is NOT a request for competitive proposals. However, all responses received by 04/20/2017 at 10:00 AM EST will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
