- SOURCES SOUGHT SYNOPSIS INSTRUCTIONS C-5 Sustaining Engineering and Technical Support Services (SETSS) Purpose As required by DFARS PGI 206.302-1(d), this market survey is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the engineering services requirements for the USAF C-5 SETSS program support effort. DESCRIPTION Sustaining Engineering & Technical Support Services (SETSS) are required in support of the C-5 fleet. These services include, but are not limited to, performing engineering investigations and analyses, formulating deficiency resolution concepts, designing proof of concepts, and developing finalized engineering change proposals. Areas to receive support include, but are not limited to: the Aircraft Structural Integrity Program (ASIP), the Functional Systems Integrity Program (FSIP), the Corrosion Prevention and Control Program (CPCP), the Deficiency Investigation Program (DIP), Technical Data Sustainment (TDS) Support, and Modernization Sustainment Services (MSS). MSS includes engineering and technical services in support of systems, components and analysis in direct support of C-5 major modifications. C-5 major modifications, include but are not limited to, Reliability Enhancement and Re-Engineering Program (RERP), Avionics Modernization Program (AMP), Communications, Navigation, Surveillance and Air Traffic Management (CNS/ATM) and Core Mission Computer and Color Weather Radar (CMC/WxR). Additionally, C-5 ASIP Modernization will be performed to: redefine multiple aspects of the ASIP using updated C-5M operational baselines; perform a C-5M Service Life Assessment; and add a higher fidelity and versatility to current modeling capabilities. INSTRUCTIONS: If, after reviewing these documents, you desire to participate in the market research, you should provide documentation that supports your company's capability in meeting these requirements. Failure to provide documentation may result in the government being unable to adequately assess your capabilities. If you lack sufficient experience in a particular area, please provide details explaining how you would overcome the lack of experience/capabilities in order to perform that portion of the requirement (i.e., teaming, subcontracting, etc.) Both large and small businesses are encouraged to participate in this market research.
