- Temporary Base Camp W912LN-17-R-0008 Q. Is the government pursuing LPTA where absence of PP is considered "technically acceptable" or is it best value where the government can decide how important PP is? A. LPTA - refer to combined synopsis/solicitation 2.6.5 and FAR 15.305(a)(2)(iv) In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available, the offeror may not be evaluated favorably or unfavorably on past performance. This will not disqualify vendors from the selection process. Q. Who was the incumbent for the prior exercise pertaining to the SOW? A. W912LN-13-F-0045 Q. What is the earliest date contractor will be allowed to start the Base camp build out? A. No earlier than 30 May 2017 because of Memorial Day weekend. Ft. Drum is essentially shut down. That's why we are not expecting 100% set-up by 31 May. Refer to Statement of Work Q. Will Catering services required? A. No Q. What ratio of Soldier to Toilets will be used? A. 1 toilet per 15 persons per OSHA Temporary Labor Camp Standard 1910.142(d)(5) Q. Will portable toilet or SANITRAX style sanitary concept meet the requirement? A. No Q. Do you require Hand wash units? What ratio will you require? A. 1 sink basin per 6 persons per OSHA Temporary Labor Camp Standard 1910.142(f)(1)(i) Q. What ratio of Soldier to Shower heads will be used? A. 1 shower head per 10 persons per OSHA Temporary Labor Camp Standard 1910.142(f)(1)(ii) Q. Will power receptacles be required for the cots? A. Yes Q. Will contractor be required to provide water and ice? If so, how much? A. No, potable water point available for refilling showers, wash basins, and customer provided water buffalo's Q. You mention that the contractor will provide Transport, Where to? How many people? How many days? A. Only of vendors own equipment. Q. Will the Government provide a disposal site for Grey water? Black water? A. No, Venders are required to control their fluids/materials by lawfully and properly bringing them from an on-post source and disposing of them off-post. Any of the MICC approved vendors know this. (refer to New York State Waste Water Transporter FAQs attached to solicitation.) Q. Can you be more specific on the tent sizes that are required? Will 3 50' x 100' meet the requirement for segregation of male and female soldiers? A. Vendor responsible for determing tent size and configuration. Q. Will any Briefing tents be required? A. No Q. How many Sq. ft. are required for each cot/soldier in a tent? A. A minimum of 50 sqft per person is required per OSHA Temporary Labor Camp Standard 1910.142(b)(2) Q. Will there be a site visit? A.
