- This is a combined synopsis/solicitation for commercial supplies prepared in accordance with the format in Subpart 12.6, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This is a request for quotes under solicitation number: VA262-16-Q-0598. The Department of Veterans Affairs Greater Los Angeles Healthcare System, Los Angeles, California 90073 has a requirement for open market medications for VA Police and Security. The Contractor shall furnish all materials/service at the Veterans Affairs, 11301 Wilshire Blvd., Los Angeles, California 90073. Request items listed below. K-9 UNITS AND TRAINING NEED: 1. Provide two (2) Black Labrador Retrievers sporting breed canines drug detection/urban tracking dogs. Age must not exceed 1.5 years upon purchase. 2. Provide training to the K9 and VA handler and VA Supervisor to include supplies. SPECIFIC TASKS Vendor must have been or employ someone who was/is a California P.O.S.T.(Certified Peace Officer) or other state P.O.ST equivalent. Vendor must be or employ someone recognized as an expert witness in TRAILING. Vendor must have handled or employ someone who has previously handled a TRAILING dog in a real world environment such as Law Enforcement Search and Rescue with at least 10 years of experience. If the Vendor is qualifying this experience based on an employee, this employee must have been employed by this Vendor for a minimum of 2 full years prior to the award date this contract. Vendor must provide 5 references for which they have provided TRAILING dogs CANINE Provide two (2) Black Labrador Retrievers sporting breed canines drug detection/urban tracking dogs. Age must not exceed 1.5 years upon purchase. The dog must be well socialized with people and other animals. The dog will be trained in obedience, narcotic and TRAILING. The dog must be able to work on or off leash. The dog will be certified free of hip dysplasia (by a qualified veterinary) and can be registered with the American Kennel Club. The dog will need a current Health Certificate. Contractor will provide a guarantee in writing that the canine has not received any type of aggression training (bite work) to include handler protection. If it determined that the canine has received any type of bite work training, the contract will be voided. Guarantee on both dogs against all congenital issues for 12 months and performance issues for 24 months. TRAINING A minimum of a 6 week Basic Handler Course to include but not limited to trailing, narcotics, obedience, K-9 safety, health care, feeding, and medications storage of training aids, reward schedules and principles of conditioning at the basic level. If you feel the need to have a school longer than 6 weeks please annotate in the bid. K-9 will return to Greater Los Angeles Healthcare System (GLAHS) with handler. Contract will require a minimum of two (2) days during each month for maintenance training throughout the year. There will also be a full week of training once a quarter for the year. This training will be conducted to ensure the K-9 progress in all stages of training (narcotics certification) and to ensure the intermediate and advanced level of trailing certification is obtained. The monthly and quarterly training will be conducted in Los Angeles, CA. Curriculum must be pre-approved by the Police Chief, VAGLAHS. Company will provide unlimited phone consultation for any training questions or difficulties encountered during training. So a minimum of 6 weeks on your site and 3 weeks (1 week a quarter) throughout the year at our site. At the end of the 365 days of this contract the canine will be certified in TRAILING and narcotics detection. The canine will be certified by a recognized Narcotic Canine Association. Both certifications will be arranged by the vender and the price should be included in the contract. 90 day health guarantee (Covers any pre-existing health conditions. Does not cover on the job injuries or illnesses incurred after purchase.) 24 month onsite follow up maintenance. If you have other training plans please submit with your bid. (2) Handler Development course (for new handlers) (to include narcotics detection course training for two officers and two dogs) ie. Narcotics Detection Course (2) Additional Training (two dogs and two handlers for human tracking) (2) Annual Billing K-9 On-Site Monthly Training Minimum 12 8hr Sessions Canine will possess the qualities needed to be an assistant to law enforcement and the general public as well as meet or exceed any current detection standards, including but not limited to California P.O.S.T., SWGDOG, NPCA and CNCA. EQUIPMENT REQUIRED for each Canine: 1) Custom trailing harness 2) Custom 30 foot long lead 3) Custom leather collar-3 inch wide with K-9 name 4) % inch by 5 foot leather lead 5) Appropriate sized kennel 6) Ultra Kong 7) Nyla-bone Galileo-super size. Should be two kits one for each handler: 1. Narcotic Detection Kit (kits to 10' Leather Detection Lead/ Leash Nylon 30' Bolt / Leash Nylon 15' Bolt / 50' Tracking Leash / Stuffed Hose Tug Toy / Jute Training Aid) 2. Any 4 Double-Aid K9 Narcotics Bundled KIT Set (contains: Any 4(x2) ScentLogix K9 Scent Imprint Training Aids from the following: Cocaine / Crack Cocaine, Heroin / Naswar / Opium, Marijuana / Spice / Hashish, MDMA / Ecstacy, Methamphetamine / Amphetamine, PCP/ (4) Imprint Aid Protective Outer Bags / (4) Magnetic 360 ° Above-Ground Stash Pipes / (4) 360 ° Below-Ground Stash Tubes / (4) Scentable Towels / (4) Airtight Containers) PERFORMANCE MONITORING This project will be monitored by VA Police Captain, the Physical Security Specialist, Fire and Safety, as well as the Training Officers who oversees the armory. PLACE OF PERFORMANCE Greater Los Angeles Healthcare System, VA Police Service Bldg. 236, 11301 Wilshire Blvd, West Los Angeles, CA 90073 PERIOD OF PERFORMANCE 12 months from the date of award. All Shipping and Handling must not exceed $249 The solicitation will be in accordance with FAR Part 12, 13, and 19, Acquisition of Commercial Items, Simplified Acquisition Procedures, Small Business Programs, and Veteran Affairs Acquisition Regulations as supplemented with additional information in this notice. The North American Industrial Classification System (NAICS) code for this requirement is 561612 size standard $20.5 million. The Contractor shall adhere to all federal and state laws and regulations in effect during the term of this contract. The Government intends to award a firm-fixed-price contract. The Contract begins on the date of award. Due to time constraints, responses to the solicitation shall be due on April 11, 2017 at 12 Noon PST.
