- Army Contracting Command - Redstone intends to procure, on a sole source basis, from Lockheed Martin Missiles and Fire Control (LMMFC)-Dallas, TX, Commercial and Government Entity (CAGE) Code 64059, all incidental services, hardware, facilities, equipment, and all technical, planning, management, manufacturing, and testing efforts to produce Phased Array Tracking Radar to Intercept on Target (PATRIOT) Advanced Capability-3 (PAC-3) missiles, in both the Cost Reduction Initiative (CRI) and Missile Segment Enhancement (MSE) configuration with associated ground support equipment (GSE) and initial spares. This contract will include base requirement in FY19 and an option for requirements in FY20, for both United States (U.S.) and Foreign Military Sales (FMS) customers. The Government intends to award this requirement under the authority and justification for Other Than Full and Open Competition of Title 10, United States Code, Section 2304(c)(1), as implemented by Federal Acquisition Regulation 6.302-1(a)(2)(ii)(A) and (B), 'Only one responsible source, and no other supplies or services with satisfy agency requirements.' As the developer and producer of the PAC-3 missile, only LMMFC-Dallas possesses the technical expertise, proprietary data, and experience necessary to execute this requirement. The Government intends to solicit to, and negotiate with, only one source. Offerors are encouraged to contact LMMFC for subcontracting opportunities for this effort. This synopsis is not a request for competitive quotes and a written solicitation will not be issued to any contractor other than LMMFC. As the justification for a sole source action is in accordance with FAR 6.302-1(a)(2)(ii)(A) and (B), the Contracting Officer will make a copy of the justification available on FedBizOpps within 14 days after award in accordance with the requirements of FAR 6.305(a). This requirement is not currently fully funded; the initial award and exercise of additional option will be withheld pending receipt of sufficient funds. No telephone requests will be accepted.
