- The Naval Facilities Engineering Command Northwest (NAVFAC NW) is seeking Small Business firms, certified Historically Underutilized Business Zone (HUBZone) firms, certified 8(a) firms, certified Small Disadvantaged Business firms, certified Women- Owned Small Business Firms, and certified Service Disabled Veteran Owned Small Business (SDVOB) firms with current relevant experience, personnel, and capability to perform the Architect-Engineering (A-E) services required for a regional Firm-Fixed-Price Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract for petroleum, oils, and lubricants (POL) systems and supporting facilities at various locations within the NAVFAC Northwest Area of Responsibility (AOR). Work will primarily be in Washington State. However, the AOR includes all of Washington, Oregon, Idaho, Montana, Alaska, North Dakota, South Dakota, Nebraska, Minnesota, Iowa, and Wyoming. On occasion, work may also be required in other areas of the United States. The potential contract term includes a base year for a period of 12 months with options to extend the term of the contract for up to seven (7) additional 12 month periods. NAVFAC NW intends to award one Indefinite-Delivery, Indefinite-Quantity A-E Contract. The maximum potential contract value anticipated is $40 million for the life of the contract. The value of individual task orders executed under this contract may range from $150,000 to $6,000,000. A-E Design and Engineering Services shall mainly provide for, but not limited to, Petroleum, Oils, and Lubricants (POL) engineering and design services for POL systems, and supporting facilities at various locations with the NAVFAC NW AOR. For this contract, the lead discipline shall be a registered Professional Engineer that has fuels experience preferably defense related. Services shall be accomplished in the firm s office with the exception of field/subsurface investigations and surveys as required at the project site. Types of projects may include, but not limited to, new construction (i.e., drawings, specifications, basis of design, design analysis, engineering calculations, cost estimate, etc.), repair and renovation (modernization) of fuel storage and distribution systems, cathodic protection systems, emergency backup systems, fire protection systems, control systems, spill containment systems and all ancillary POL support facilities and structures. Design and engineering services may also include studies/reports, DD Form 1391 preparation, seismic evaluation, field investigation, utility studies, design using Navy anti-terrorism force protection criteria, cost estimating, economic analysis, engineering studies, topographic surveys, sub-surface investigations, site environmental testing and remediation, hazardous materials survey report and drawings, hydrographic survey map/data, construction schedule, post-construction award services (PCAS), and demolition. During the performance of this contract, hazardous materials/waste assessments or surveys may be required. Firms must be able to accept work that involves identification and abatement methods for asbestos, lead paint, PCBs, and other hazardous materials. Confined space work, including confined space rescue services will be required. Work also includes performance of specialized inspections including tank and piping inspections to DOD and industry standards and performance of specialized non-destructive examinations. Recovered and recyclable materials will be involved in all projects. Design and engineering services will require expertise in architectural, mechanical, electrical, civil, geotechnical, structural, fire protection, and environmental disciplines as it pertains to Department of Defense (DoD) POL systems. Work may also include other engineering services including cultural, natural, and historical preservation requirements of the State Historical Preservation Office (SHPO) as well as customer activity Base Exterior Architecture Plans (BEAPs). The North American Industry Classification System (NAICS) Code for this procurement is 541330 Engineering Services - with a Small Business Size Standard of $15 million. All Small Business firms, certified Historically Underutilized Business Zone (HUBZone) firms, certified 8(a) firms, certified Small Disadvantaged Business firms, certified Women-Owned Small Business Firms, and certified Service Disabled Veteran Owned Small Business (SDVOB) firms are encouraged to respond. Firms that are currently certified as Large Business but are eligible to be Small Business firms, certified Historically Underutilized Business Zone (HUBZone) firms, certified 8(a) firms, certified Small Disadvantaged Business firms, certified Women- Owned Small Business Firms, and certified Service Disabled Veteran Owned Small Business (SDVOB) firms under the size standard are also encouraged to respond. Upon review of industry response to this Sources Sought Synopsis, the Government will determine whether a set-aside acquisition in lieu of full and open competition is in the Government s best interest. THIS SOURCES SOUGHT ANNOUNCEMENT IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine the availability and adequacy of potential sources prior to determining the acquisition strategy. The Government is not obligated to and will not pay for any information received from potential sources as a result of this announcement. Submission Requirements: It is requested that interested sources submit to the contracting office a brief capabilities statement package (no more than 8 pages in length, single-spaced, 10 point font minimum) demonstrating ability to perform the requested services identified in this survey. This documentation shall address the following: (1)Company Information: On a maximum of one page, provide the company profile to include number of employees, primary point of contact, DUNS number, CAGE Code, and statement regarding small business designation and status (for more information on the definition or requirements for these, refer to http://www.sba.gov/). For Joint Ventures or mentor-protégé s, clearly describe the relationship and business size of all participants. (2)Resumes: On a maximum of four pages, provide 4 resumes for key personnel that would be responsible for completing the required services. Key personnel shall include Project Manager, Lead Civil, Lead Structural, and Lead Mechanical with 5years POL experience. Please include license numbers and state identification on resume. (3)Relevant Experience: On a maximum of three pages, list no more than five specific, completed, recent (within the past ten (10) years) projects that demonstrate experience in the required services described above. List each project by a brief paragraph listing the project title, location, cost, completion date, and how each project demonstrates experience with the required services. Again, each project shall be one paragraph in length (4)Additional Information: On a maximum of one page, provide two brief paragraphs, one addressing Location and one addressing Capacity . Entitle the first paragraph Location and within that paragraph indicate the location of the firm s main office and branch offices, and describe the team s knowledge and availability to work in the NAVFAC Northwest Area of Responsibility described above. Entitle the second paragraph Capacity , and within that paragraph indicate the number of employees within the firm responsible for providing engineering services. The Offeror must demonstrate adequate in-house staffing capable to self-perform at least 50 percent of the cost of the contract as required by FAR 52.219-14 (b)(1) Limitation on Subcontracting.
