- This is not a solicitation but rather a Sources Sought Notice to determine capability of potential sources and is for information and planning purposes only. The National Aeronautics and Space Administration (NASA) Shared Services Center (NSSC) is seeking capability statements from all interested parties, including Small Business, Small Disadvantaged Business (SDB), 8(a), Woman-owned Small Business (WOSB), Veteran Owned Small Business (VOSB), Service Disabled Veteran Owned Small Business (SD-VOSB), Historically Underutilized Business Zone (HUBZone) businesses, and Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI) for the purposes of determining the appropriate level of competition and/or small business subcontracting goals for privacy compliance, risk and controls assessment services. This Sources Sought Notice is being issued to discover available resources in support of providing a 3rd party assessment of the NASA Privacy Program, the results of which will be used to validate NASA's implementation of privacy standards and governance, safeguards, controls and compliance as it applies to privacy and data protection of personal information. NASA is seeking resources who have a documented and extensive history of Government privacy program experience and can conduct an overall assessment. In addition, potential vendors should have experience with providing other services related to the Privacy Act of 1974 and personally identifiable information ("privacy information") collected, processed and maintained in connection with NASA's programs, missions and projects overall to support NASA's privacy program. Skills required: 1. Long-term history and documented experience in Federal Government privacy and information protection policy. 2. Thorough knowledge of Federal laws and guidelines associated with privacy information protection risk assessment, auditing and documentation. 3. Ability to fully assess privacy and security policies, procedures and other in-scope documents designated by NASA and map to key privacy and security regulatory requirements and industry frameworks. 4. Ability to perform selected site visits across NASA Centers. 5. Experience with policy and operations dealing with breach response vis-à-vis privacy. 6. Ability and expertise to provide support to NASA OCIO Privacy program. 7. Ability to advise on improving NASA's privacy program based on industry benchmarking that is applicable to NASA as well as recommend changes to privacy program. 8. Ability to bring innovative privacy recommendations germane to space, human space flight exploration and science strategies.   Since this is a Sources Sought Notice, no evaluation letters and/or results will be issued to the respondents. Capability Statements shall be submitted electronically, via e-mail, to the primary Point of Contact (POC) listed below. The Capability Statement, exclusive of the one page summary, shall not exceed 10 pages (including attachments) and shall contain a minimum font size of 12. Additionally, the Capability Statement shall list, at a minimum, 2 customer contacts covering the past 5 years (highlight relevant work performed, contract numbers, contract type, dollar value of each contract, number of employees, and customer point of contact address, phone number, and email address). To facilitate a prompt review, a one-page summary shall be included with your capability statement(s), which shall identify your company's specific capabilities that are relevant (and reflect the magnitude) to these requirements. The one page summary will not count against the page limit. The one page summary shall include: (1) Company's name, address, primary POC and telephone number (2) Size of business (3) Company's average annual revenues for the past 3 years and total number of employees (4) Ownership (5) Number of years in business (6) Company's Government size standard / type classification (Large, Small, Small Disadvantaged, 8(a), Woman-owned, Veteran Owned, Service Disabled Veteran, HUB Zone business) (7) Affiliate information: parent company, joint venture partners, prime contractor (if potential sub) or subcontractors (if potential prime); and point of contact position, address and phone number (8) Applicable NAICS Code(s) (9) DUNS number and cage code This Sources Sought Notice is for information and planning purposes only and is not to be construed as a commitment by the Government nor will the Government pay for information solicited.
