- Description The requirement consists of, but is not limited to, the construction of airfield and heavy duty asphalt and concrete pavements, including demolition and removal of same and other miscellaneous appurtenances. Examples include: large piping, crack and seating of concrete, large paving and base-wide striping and pipe projects on Dover Air Force Base. This requirement will be restricted to areas inside of the Airfield fencing. This office anticipates awarding a Multiple Award Paving Contract-MAPC (Airfield Paving). The North American Industry Classification System (NAICS) code is 237310 with a size standard of $36,500,000 million dollars. The approximate solicitation issue date will be 10 May 2017 with an approximate response date of 09 June 2017. This solicitation will be Full and Open Competition. Offers will be evaluated based on a best value, subjective trade-off between price and past performance. Past performance is significantly more important than price. All responsive offers will be considered by the agency. PLEASE NOTE: This agency highly encourages all WOSB, HUBZone, 8(a), SDVOSB to participate in this work to be performed. Funds are not presently available for this contract. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. Any prospective contractor must be registered in the System for Award Management (SAM) in order to be eligible for award. Information concerning SAM registered requirements may be viewed via the Internet at https://www.sam.gov/portal/SAM/ or by calling the Federal Service Desk at 1-866-606-8220. This solicitation will result in a target of three (3) firm-fixed price Indefinite Delivery/Indefinite Quantity type contracts. The performance period for each year is 365-calendar days. The project magnitude is between $1,000,000 and $5,000,000 for the Base Period and all four Option Periods with a six month option to extend services in accordance with FAR 52.217-8. The maximum amount to be awarded for the base period and any options exercised is $22.8 million for the life of the contract. Task orders will be competed after award of the basic contracts in accordance with Federal Acquisition Regulation 16.5.
