- EQUIPMENT LIST This is a notice of intent to award a sole-source contract and is not a request for competitive proposals. The Centers for Disease Control and Prevention (CDC), National Center for Environmental Health (NCEH) hereby announces its intent to award a sole source contract to Milestone, Inc., 25 Controls Drive, Shelton, CT 06484 for the procurement of maintenance services. The statutory authority for this sole source acquisition is 10 U.S.C. 2304(c)(1) in accordance with FAR Part 6.302-1, only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this acquisition is 811219, Other Electronic And Precision Equipment Repair and Maintenance. The period of performance for this procurement is one 12-month base period and four 12-month option periods. The purpose of this procurement is for Milestone, Inc, to provide maintenance services for the Milestone UltraClave IV Unit. Due to the complexity of the analyses that the laboratory performs, expertise that goes beyond simply performing preventative maintenance and repairs is required when servicing this equipment. Clinical Laboratory Improvement Amendments (CLIA) requirements mandate that all equipment used for CLIA analyses be performed by certified individuals to ensure quality of the results obtained. Milestone only certifies the individuals who work for Milestone and therefore is the only vendor that can provide technical expertise with method development and troubleshooting that is a result of the chemistry behind the application in which the device is used for. This level of expertise is essential to the laboratory and Milestone is the only company that can provide continuity of service in the manner which is required by CLIA and quality guidelines within the laboratory. Milestone, Inc. is the only responsible source capable of meeting all of the Government's requirements. The equipment list for this maintenance contract is an attachment to this synopsis. As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps.com. We will only issue a solicitation to Milestone, Inc. However, all responsible sources who believe they can meet these requirements, may submit their capabilities and/or qualifications to Tonya S. Justice, Contracting Officer, via email to TJustice@cdc.gov, no later than 12:00pm eastern standard time on April 21, 2017. Reference solicitation number RFQ #2017-Q-66622 in the subject line of the email. A determination by the Government not to compete this proposed action will be based on responses to this notice and is solely in the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
