Description
Notice of Intent The Office of Acquisition and Agreement Management (OAAM), of the National Institute of Standards and Technology (NIST), on behalf of the NIST Laboratories, intends to negotiate on a sole-source basis with ORTEC (AMETEK) of Oak Ridge TN, under the authority of FAR Part 13.106-1(b), as implemented by the Federal Acquisition Regulation(FAR) Part 13 for the procurement of a HPGe gamma-ray spectrometry radiation detection system. The Acquisition Management Division (AMD) at the National Institute of Standards and Technology (NIST) intends to procure the required system under a Firm Fixed Price Purchase Order using Simplified Acquisition Procedures for Commercial Items (FAR Parts 12 and 13). The Radiation Physics Group (RPG) of the PML has a need for a HPGe gamma-ray spectrometry radiation detection system used for impurity and activity measurements of radioactive sources used for medical and industrial applications. The instruments in the calibration laboratory are used to provide gamma-ray activity calibrations and impurity measurements to source manufacturers, nuclear power plants and Internal NIST SRM production. The system is needed to keep calibrations capabilities at the high level, without which the measurements capabilities will be reduced for low energy gamma- and x-rays. The new system needs to be compatible with the current data acquisition program and system. Only ORTEC (AMETEK)'s system is 100 percent compatible and adaptable with respect to the current data acquisition systems, proprietary data acquisition HPGe detection system, and method of modeling and data analysis of the existing four other detection systems for high energy gamma-ray measurements that use the ORTEC (AMETEK) data acquisition program in (RPG). This new system needs to be controlled by this same acquisition program. To achieve this, while ensuring that performance and traceability meets NIST standards. two sets of electronics (digital and analog) are required to evaluate potential differences that may affect NIST calibrations. No other manufacturer can guarantee compatibility with the current data acquisition systems. For traceability and reproducibility requirements, and to ensure the data between the previous HPGe detection system obtained from ORTEC (AMETEK), are not compromised, the new HPGe detection system must be obtained from ORTEC (AMETEK). Only ORTEC (AMETEK) have the unique capabilities of providing the identical types of HPGe detection system as required to ensure full compatibility, traceability, and reproducibility for accurate data. ORTEC (AMETEK) is the sole source provider for the required system and is the only vendor able to provide the HPGe detection system that meets the Government's minimum requirements which makes them uniquely qualified. The North American Industry Classification System (NAICS) code for this acquisition 334516, with a size standard of 1,000 employees. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation package will be issued. This notice of intent is not a request for competitive quotations. However, responses received by April 15, 2017 at 10 am Eastern Standard Time (EST) will be considered by the Government.
