- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. The solicitation number is VA257-17-Q-0608. This acquisition is issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95. The associated North American Industrial Classification System Code (NAICS) for this procurement is 511210 with a small business standard of $38.5M. This acquisition is solicited as a set-aside for small business. Network Contracting Office 17 requests responses from qualified sources capable of providing the following: Period of performance: Base year with four (4) one year option periods. SCOPE OF WORK: Delivery and set up of Web-based Medical Staff Scheduling Software for VA North Texas Health Care System, Emergency Department 4500 South Lancaster Rd. Dallas, TX 75216. Delivery activities shall consist of the following: DESCRIPTION : Web-based Medical Staff Scheduling Software for Emergency Department This contract will provide the following: Web-based application, accessible from PC/Mac and mobile devices to include both IOS and Android based devices. Reporting function which enable VA to track labor costs per pay period, shifts per employee, compare the distribution of shifts between employees and differentiate between the as published vs. as worked schedule. Automatic scheduling of up to 20 different shifts, 180 personnel, on 4 separate schedules, (Hospitalists, Nursing, Fast Track & Main ED), Rules-based algorithm that accommodates employee availability/preference, certification/expertise/position (RN, NA, TECH, MD/DO, resident & NP/PA), and is customizable to VA time and attendance policies, which differ between physicians and other staff. Cloud-based, accessible from PC/Mac and mobile devices to include both IOS and Android based devices. Built-in function that facilitates staff swapping shifts either with or without supervisor approval through text, email or mobile app Automated email and text notification to workers for schedule change alerts, shift reminders, and swap requests. Automated error detection to prevent such things as double booking, shift conflict, consecutive shift assignment, and overtime work that allows supervisor override. Built in timeclock that can be turned on for specific groups (contractors, moonlighters) that require clocking in/clocking out or attestation of start/stop time or hours worked. Capture and store shift changes with analytics to support comparison of as scheduled vs. as worked. Remote tech support during normal business hours, M F 08:00 17:00 EST.
