- FBO ANNOUNCEMENT: PRESOLICITATION NOTICE ACTION CODE: <PRESOL> CLASSIFICATION CODE: 66 - Laboratory Equipment and Supplies SUBJECT: NOTICE OF INTENT TO SOLE SOURCE: Custom Flowmeter (Spool Piece) and Transducers SOLICITATION NUMBER: SB1341-17-RQ-0317 RESPONSE DATE: April 20, 2017 CONTACT POINTS: Tracy Bisson, Contract Specialist, 301-975-8448 Lynda Horton, Contracting Officer, 301-975-3725 DESCRIPTION: The United States Department of Commerce (DOC), National Institute of Standards and Technology (NIST), Acquisition Management Division (AMD) intends to negotiate a firm fixed price purchase order, on a sole source basis, with Sick Inc.; 6900 W 110th Street, Minneapolis, MN 55438-2397 for the purchase of Custom Flowmeter (Spool Piece) and Transducers. The statutory authority for this sole source acquisition is FAR 13.106-1(b) by the authority of FAR Part 13 Simplified Acquisition Procedures. The NIST Sensor Science Division (SSD) is developing measurement techniques to quantify greenhouse gas emissions from power plant smokestacks. Accordingly, NIST will build a small-scale (4 feet in diameter) smokestack to use as a test bed. Flows with swirl patterns typical of power plants will be measured in the stack using existing techniques and protocols (e.g. pitot tube traverse, ultrasonic flowmeter). In order to perform this mission, the division need to procure one (1) 12-path ultrasonic flowmeter and six (6) ultrasonic transducers that will measure the flow of gas in the 4-foot stack section. This equipment will be used to measure the flow of ambient air in a 4-foot diameter pipe. Delivery shall occur via the Contractor's standard commercial lead team which is estimated at twelve (12) weeks ARO. Research has found that only one (1) company is capable of meeting this requirement as they are the only company that can provide both the 12-path ultrasonic flowmeter (spool piece) and six (6) ultrasonic transducers. They are the only company able to provide them as the items must be capable of integrating with the NIST Scale Model Smokestack Simulator, which can only be done by Sick Inc. as they provided the initial purchase with included programming and power supply requirements. In addition, no other company is capable of providing the transducers and custom spool piece capable of integrating with each other and being compatible with the NIST equipment listed above. The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 1,000 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, all responsible sources interested may identify their interest and capability to respond to this requirement. The Government will consider responses received by 11:59 p.m. Eastern Standard Time on April 20, 2017. Inquiries will only be accepted via email to tracy.bisson@nist.gov. No telephone requests will be honored. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
