Description

PRESOLICITATION NOTICE FOR DALLAS PAVE GRAVEL LOT The Department of Veterans Affairs (VA), Office of Construction and Facilities Management (CFM) has a Two Phase Design-Build requirement offeror shall provide the Design and Construction to pave a gravel lot of the North Texas Health Care System, Dallas Veteran Affairs Medical Center (VAMC) Campus. The procurement is set aside 100% for Small Business. In an effort to achieve socioeconomic small business goals, depending on the evaluation factors included in the solicitation, VA shall evaluate offerors based on their service-disabled veteran-owned or veteran-owned small business status and their proposed use of eligible Service Disabled Veteran-Owned Small Businesses and Veteran-Owned sSmall Businesses as subcontractors. Eligible Service-Disabled Veteran-Owned offerors will receive full credit, and offerors qualifying as Veteran-Owned Small Businesses will receive partial credit for the Service-Disabled Veteran-Owned and Veteran-owned Small Business Status evaluation factor.   To receive credit, an offeror must be registered and verified in Vendor Information Pages (VIP) database.   (http://www.VetBiz.gov). Non-veteran offerors proposing to use Service-Disabled Veteran-Owned Small Businesses or Veteran-Owned Small Businesses as subcontractors will receive some consideration under this evaluation factor.   Offerors must state in their proposals the names of the SDVOSBs and VOSBs with whom they intend to subcontract and provide a brief description of the proposed subcontracts and the approximate dollar values of the proposed subcontracts.   In addition, the proposed subcontractors must be registered and verified in the VetBiz.gov VIP database (http://www.vetbiz.gov). The Small Business contractor shall furnish all labor, equipment, materials, tools, and supervision to include testing, disposal services and engineering services to convert existing gravel/grassy lots into asphalt and concrete paved lots, provide exterior lighting and wayfinding signage, demolition of existing 1000 sq. building and remove exiting fencing. The solicitation will be 100% set aside for Small Businesses. The firm must be a General Contractor company with an approved NAICS Code of 238990, All Other Specialty Trade Contractors with a size standard of $15.0 Million and sufficient bonding capacity (100% payment and performance bonds required). Additionally, offerors will be required to submit a bid guarantee with their proposal. The project magnitude is between $1,000,000 and $5,000,000. The period of performance is 180 calendar days upon receipt of notice to proceed. Design portion to be completed 90 days upon receipt of notice to proceed. NOTICE TO PRIME (GENERAL) CONTRACTORS: Prior to and at the time of award the SDVOSB must be registered in the System for Award Management (SAM) database at https://www.sam.gov/portal/public/SAM and be registered/certified as a SDVOSB firm on the VetBiz Vendor Information Pages at http://www.vip.vetbiz.gov. SOLICITATION and AMENDMENTS: Prospective Offerors must obtain copies of solicitation documents from FedBizOpps, by registering at FedBizOpps (http://www.fedbizopps.gov) the Offerors will have access to downloading plans, specifications and amendments, which will be available only in Adobe PDF electronic format. The Offerors must be registered in SAM and have a DUNS Number to download documents. By signing up for the Register to Receive Notification list at http://www.fedbizopps.gov, you will be notified by email of any new amendments that have been issued and posted. No other notification of amendments will be provided. Potential Offerors are advised that they are responsible for obtaining and acknowledging any amendments to the solicitation. PRE-PROPOSAL CONFERENCE: A Pre-Proposal conference will be held. Information regarding the site visit will be provided in Phase II, in the event one is issued. There will be no public bid opening. The proposals will be evaluated and award made utilizing the Best Value, Trade-Off method IAW FAR Part 15. Offerors are advised award may be made without discussion.
