Description
Space and Naval Warfare Systems Center, Pacific (SSC Pacific) intends to award a Cost Plus Fixed Fee IDIQ Contract on a sole source basis to Ultra Electronics Advanced Tactical Systems, Inc. (Ultra Electronics) for Adjunct Processor (AP) Multi-Link Interface Unit (MLIU) software and system engineering support for the Command and Control Processor (C2P) family of systems. This effort encompasses software enhancements, maintenance, and installation support for the AP_MLIU, the AP_MLIU Operating System (OS), Versa Module Europa (VME) Card, and other related hardware used in conjunction with the legacy C2P family of systems. This contract is anticipated to be awarded as a Cost Plus Fixed-Fee (CPFF), Indefinite Delivery, Indefinite Quantity (IDIQ) Contract with a 5 year Period of Performance. Ultra Electronics is the sole designer and developer of the software and technology used in the AP_MLIU, AP_MLIU OS, and VME Card. As a result, Ultra Electronics is the only Contractor with the requisite knowledge, proprietary rights, experience, and technical data required to meet the Governments need in providing software systems engineering services and software issue adjudication/correction to the C2P family of systems. The applicable NAICS Code is 541330 and the business size standard is $38.5M. Be advised that the aforementioned information is anticipatory in nature and is not binding. This notice is not a request for competitive proposals; however, any firm believing that it can perform these services may be considered by the agency. Interested parties may identify its interest and capabilities in response to this synopsis, and must clearly demonstrate the firms ability to be responsive without compromising the quality, accuracy, and reliability of services provided. Any comments, questions or concerns regarding this notice must be submitted IN WRITING via e-mail to suhail.haji@navy.mil. All responding vendors must be registered to the System for Award Management (SAM) website prior to award of contract. Information can be found at https://www.sam.gov/. To respond to this announcement, you must be registered to the SPAWAR E-Commerce website at https://e-commerce.sscno.nmci.navy.mil. Responses are due by 20 April 2017. The proposed Solicitation Number is N66001-17-D-0126. The dollar value of this requirement is not anticipated to exceed $12.8 Million.
