Attachment 8 - Performance Work Statement Attachment 7 - Security Form DD254 Attachment 6 - Question/Comment Form Attachment 5 - Data Item Transmittal Form Attachment 4 - Scenario Cost/Price Workbook Attachment 3 - Fixed Fully Burdened Labor Rate Buildup Attachment 2 - Cost/Price Workbook Attachment 1 - BCTC-ES FFE Packages S, M, L MTC Exhibit A - CDRLs Solicitation W900KK-17-R-0013 Brief Description: The U.S. Army Program Executive Office for Simulation, Training and Instrumentation (PEO STRI) has a requirement to equip MTC locations with the training enablers needed to conduct individual and collective Mission Command (MC) training. The MTC serves as the installation's focal point for integrat ed Home Station Training by integrating multiple training assets - facilities, technical and support personnel, live digital ranges, virtual simulators and simulations and constructive simulation in support of mission command training (individual, leader, crew/section, battle staff, collective) for operational units. The BCTC-ES program provides training enablers to 34 MTC locations supporting the Active Component (AC), Army National Guard (ARNG) and US Army Reserve (USAR) at CONUS and OCONUS installations. In addition to providing the initial fielding, PEO STRI has the requirement to provide life cycle replacement of COTS IT hardware and software required to meet the Cybersecurity and Risk Management Framework (RMF) policies for Department of Defense (DoD) IT systems to maintain cybersecurity and replacement of defective furniture, fixtures & equipment (FFE) during the performance of this contract. BCTC-ES enables training effectiveness by providing the MTC with an improved ability to link constructive simulations with MC training, connecting the training environment to the operational environments. The BCTC-ES Contractor shall provide personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, labor and other items necessary to perform PM, engineering support services, logistics, procurement of COTS IT hardware and software, furniture, audiovisual and video teleconference equipment and installation services at various MTC locations in the Continental United States (CONUS) and Outside the Continental United States (OCONUS). Contract Type: The BCTC-ES requirements are being solicited as a Single Award Indefinite Delivery Indefinite Quantity (IDIQ) with FFP and Cost CLINs for travel with an ordering period not to exceed 60 months (base year plus 4 one-year options) from date of contract award. The contractual guaranteed minimum is $1.0 million in the base period with a total contract maximum of $100M. SOLICITATION CLOSING AND DELIVERY INSTRUCTIONS Proposals for solicitation W900KK-17-R-0013 shall be submitted as set forth in Section L by no later than 12:00 pm Eastern Time on 11 May 2017. All questions regarding the solicitation shall be submitted in writing to the Contract Specialist, corretta.m.benton.civ@mail.mil and Contracting Officer, robert.m.minjack.civ@mail.mil within 10 calendar days after the solicitation is published in FEDBIZOPPS. Phone inquiries regarding the solicitation will not be received or acknowledged. Offerors will receive an acknowledgement of their question via response to the email submission. All questions submitted to the Government will be answered via an amendment to the solicitation and posted to fedbizopps.gov website under the solicitation number and made available to all interested parties. The Government reserves the right to decline addressing questions received after 10 calendar days after the RFP posting. Offerors shall submit questions using RFP Attachment 6, Solicitation Question /Comment Form. Answers will be posted without Offeror identification. The Government will not provide responses to questions that would reveal a potential Offeror's confidential business strategy, technical solution, or any information that is considered unique to a particular offeror. The U.S. Army Contracting Command - Orlando (ACC-ORL) has established the office of Solicitation/Delivery or Task Order Ombudsman, to assist industry in removing unnecessary and burdensome requirements from solicitations and task orders. If you feel that this contract or any task order issued under this contract contains improper elements or can be further streamlined to promote more efficient use of taxpayer dollars, you should first identify these issues to the Procuring Contracting Officer (PCO). If the PCO is unable to resolve your concerns satisfactorily, or cannot do so in a timely manner, you are encouraged to call the ACC-ORL Ombudsman at (407) 384-5432. The PCO/Ombudsman should be advised of any deficiency at least five (5) days prior to solicitation or task order closing date.
