DRAFT SOLICITATION REGISTRATION FORM MEMORANDUM FOR INTERESTED SOURCES FROM: Army Contracting Command-Aberdeen Proving Ground (ACC-APG) ******Draft SOLICITATION****** ******CHANGES ARE EXPECTED FOR FINAL VERSION, WHICH WILL BE RELEASED AT A LATER DATE.****** As part of the proposal preparation process, the Government will offer potential Offeror's the opportunity for an Industry Day (Informational Forum) visit. The Industry Day is an opportunity to enhance Offeror's understanding of the requirements. SUBJECT: ARMY Contracting Command (ACC) Aberdeen Proving Ground will be conducting an Industry Day for the On-Ramp of Small Business restricted suites on the Software and Systems Engineering Services Next Generation (SSES NexGen) multiple award contract. An Informational Forum will be conducted 14 April 2017 beginning at 8:00am at the Mallette Auditorium, Bldg. 6008, Aberdeen Proving Ground, Maryland 21005. This forum will afford all interested sources an opportunity to hear an overview of the NexGen On-Ramp Pre- Solicitationas well as the SEC's mission and requirements. Prior to this Information Forum, please review the draft Solicitation posted with this notice. 2. After reviewing all draft documentation, any comments or questions shall be submitted to the Contract Specialist, Jermaine Clarke, Jermaine.m.clarke.civ@mail.mil no later than, April 10 2017 by 3:00 pm Eastern. The government will respond to any of the submitted questions or comments that it deems beneficial at the Informational Forum. There will be an opportunity for Industry to submit written questions or comments at the Informational Forum. Further, industry will have until 21 April 2017 by 3:00 pm Eastern to submit any final questions or comments to the Contract Specialist, Jermaine Clarke jermaine.m.clarke.civ@mail.mil. All questions will be answered and posted on FBO with the final RFP. 3. Industry participation is entirely voluntary. The government requires unrestricted use of any information resulting from the forum. The results and minutes from the forum as well as Government responses to questions and comments received will be posted to the web page at http://www.fedbizopps.gov under W56JSR-17-R-0021. The Government reserves the right to revise the products of the forum to ensure all user requirements are satisfied. 4. We are looking forward to seeing you at the Informational Forum. Please notify the Contract Specialist, Jermaine Clarke jermaine.m.clarke.civ@mail.mil with the names and company of the attendees planning to attend no later than, 07 April 2017 by 1500. 5. Questions directed to Government personnel other than the Contracting Officer or Contract Specialist are prohibited. 6. THE ATTACHED DRAFT SOLICITATION IS NOT AN AUTHORIZATION TO START WORK. THE GOVERNMENT WILL NOT PAY ANY PREPERATION OR PROPOSAL COST ASSOCIATED WITH THIS DRAFT RFP. NOTE: Each company will only be allowed a maximum of two attendees. TO: Mallette Training Facility (MTF) - Building 6008 Jayhawk Rd., Aberdeen Proving Ground, MD 21005 From Washington/Baltimore (I-95 North) Visitors, Trucks and Government Employees • Take I-95; exit 80 (Riverside/Churchville) bearing right onto MD 543 South towards Riverside. Drive for approximately 2.5 miles road ends at US 40. • Turn right onto US 40 East (Pulaski Hwy/S Philadelphia Blvd). Proceed for approximately 3 miles and take exit for MD Rt. 715 (Maryland Blvd). • Merge onto MD Rt. 715 East (Maryland Blvd) and proceed for approximately 1.2 miles to the Maryland Gate entrance of APG. • Proceed through Security Checkpoint. • Continue straight, at 2nd stoplight, turn right onto Combat Drive, stay in the right lane for about ½ mile until you see two grey steel buildings on your left hand side. • After the grey buildings, take the second left, this will put you behind a large parking lot. • Continue for about ½ mile and at the small utility building surrounded by a fence make a right. • The MTF will be on your left. Drive past the building to get to the parking lot. Please park in unmarked and unreserved spaces. Overflow parking is available. From Delaware/New Jersey (I-95 South) Visitors and Trucks and Government Employees • Take I-95; exit 85 (Aberdeen) onto MD 22 East (left turn). • Proceed on MD 22 for approximately 2.1 miles to US 40 West. • Turn onto US 40 heading West toward Aberdeen and proceed for approximately 2.2 miles, until reaching MD Rt. 715 exit (Maryland Blvd). • Merge onto MD Rt. 715 East (Maryland Blvd) and proceed for approximately 1.2 miles to the Maryland Gate entrance of APG. • Proceed through Security Checkpoint onto Maryland Boulevard. • Continue straight, at 2nd stoplight, turn right onto Combat Drive, stay in the right lane for about ½ mile until you see two grey steel buildings on your left hand side. • After the grey buildings, take the second left, this will put you behind a large parking lot. • Continue for about ½ mile and at the small utility building surrounded by a fence make a right. • The MTF will be on your left. Drive past the building to get to the parking lot. Please park in unmarked and unreserved spaces. Overflow parking is available. Visitors WITHOUT a Government ID MUST enter APG using the MD 715 Maryland Gate. These visitors will need to sign in each day at the VISITOR CENTER, located off of Maryland Blvd. They must then backtrack to Maryland Blvd. to continue towards the gate.
