Notice of Intent: NB686010-17-00892 Status: Open Description of Contract Action: Cryogen free refrigeration and measurement system. Post Date: 04/04/2017 Close Date: 0410/2017 File Name: NB686010-17-00892 / Cryogen free refrigeration and measurement system. Contact Points: Dennis Fuentes, Contract Specialist (303) 497.5573 This requirement is conducted under Federal Acquisition Regulation (FAR) 13.106-1(b). This is a notice of intent to negotiate on a sole source basis and is not a request for competitive proposals. Firms who want to challenge the sole source must submit an interest letter that demonstrates your firm's ability to provide an equivalent service as described below. Interested parties must provide rationale as to why they should be considered. All interested firms must respond to this special notice by 10 April 2017, 11:00am, Mountain Time to Dennis M. Fuentes at dennis.fuentes@nist.gov. Responses received will be assessed; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion for the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. NIST will not reimburse for any costs connected with providing the capability information. The National Institute of Standards and Technology (NIST), intends to negotiate and award on a sole-source basis under the authority of FAR 13.106-1 (b) with Quantum Design, Inc., in SanDiego, CA, USA a refrigeration and measurement system meeting the following technical specifications. TECHNICAL SPECIFICATIONS: • Liquid helium required: 0 (never needed for any operation) • Ultrapure (99.995%) He use: approximately 1 bottle per year (assuming system kept cold) • Minimum base temperature: below 0.4 K • Time to cool sample from room temperature to 4 K: less than 60 minutes • Time to cool sample from room temperature to below 0.4 K: less than 3 hours • Maximum magnetic field: 9 Tesla • Magnetic field homogeneity: < 0.025% over 1 cm on axis • Magnetic field resolution: < 0.020 mT • Resistivity measurements: at least 3 separate 4 wire samples (12 wire, 3 channel) • Ability to measure sample heat capacity, AC susceptibility, DC magnetization, AC resistance, and Hall effect • Heat capacity sample mass: up to 500 mg DOCUMENTATION: The system shall be provided with a complete set of system electrical, vacuum and plumbing schematics including control schematics, and a complete set of operations and maintenance manuals. All manuals shall be provided on CD in a common format such as pdf. Manuals shall also be included for any major third-party hardware. INSTALLATION: Installation can be performed by the NIST Technical Point of Contact (TPOC) in consultation with the vendor, to demonstrate that the product meets all technical specifications. Installation, at a minimum, shall include uncrating, and unpacking of all equipment, set-up and connection of the instrument. The offeror shall provide a list of installation requirements, including house services with explanations, within 30 days of contract award. NIST will provide any required connections to house services. WARRANTY: A minimum one-year warranty is required to be included in the purchase price. The warranty shall guarantee that the instrumentation will meet the manufacturer's specifications and be free from defects in material and workmanship for at least twelve months from the date of installation. During the warranty period, repair or replacement of nonconforming goods will be provided by the manufacturer free of charge to the NIST Boulder campus. Repairs may be performed at NIST in Boulder. INSPECTION AND FINAL ACCEPTANCE: 1. In addition to the inspection and acceptance terms articulated in 52.212-4, the Government reserves the right to perform such performance tests and evaluations as deemed appropriate by the Government to verify specified system performance. Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated. NIST personnel will complete such performance tests within 2 weeks of completion of installation. The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor's expense. 2. The technical requirements set forth herein must be satisfactorily met in their entirety and all associated tasks, including installation and training, must be completed prior to acceptance of the system/solution by NIST. DELIVERY Delivery shall be FOB DESTINATION and shall occur not later than nine months after receipt of order (ARO). FOB Destination means: The offeror shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the contract, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The offeror shall deliver to Department of Commerce, National Institute of Standards and Technology Building 22, Shipping and Receiving, 325 Broadway, Boulder, CO 80305-3328. Analytical Laboratory Instrument Manufacturing Sole Source determination is based on the market research that shows only one vendor can comply to this critical process that meets all of the NIST technical requirements. The NAICS code 334516 - Analytical Laboratory Instrument Manufacturing, and the Small Business Size Standard is 1000 employees will be used.
