- This is a Sources Sought Notice ONLY for temporary freezer support services. The National Institute of Standards & Technology (NIST) seeks information on vendors that are capable of providing URGENT temporary freezer storage meeting all or some the requirements discussed below. The purpose of this notice is to identify organizations capable of providing storage which meets any of these requirements. This announcement is not a Request for Proposals or Quotes (RFP/RFQ) and does not commit the Government to award a contract now or in the future. The information contained in this notice is DRAFT only and as such, is subject to change prior to issuance of a solicitation. No solicitation is available at this time. After results of this market research are obtained and analyzed, NIST may conduct a competitive or non-competitive procurement and subsequently award a contract. If at least two qualified small business sources are identified during this market research stage, this acquisition may be solicited as a small business set aside. NIST is seeking responses from all responsible sources, including large and small businesses (SB, SDB, WOSB, HUBZone, SDVOSB and VOSB). The small business size standard associated with the NAICS code for this effort, 333415, is 1,250 employees. Please include your company's size classification and socio-economic status in any response to this notice. BACKGROUND: The Material Measurement Laboratory (MML) is one of two metrology laboratories within the National Institute of Standards and Technology (NIST). The laboratory supports the NIST mission by serving as the national reference laboratory for measurements in the chemical, biological and material sciences. Our activities range from fundamental and applied research on the composition, structure and properties of industrial, biological and environmental materials and processes, to the development and dissemination of tools including reference measurement procedures, certified reference materials, critically evaluated data, and best practice guides that help assure measurement quality. This current requirement for urgent freezer storage facilities is in support of two divisions within MML, the Biomolecular Measurement Division and the Biosystems and Biomaterials Division due to a temporary scheduled power outage. In partnership with U.S. industry, government agencies, and scientific institutions, the Biomolecular Measurement Division performs fundamental and applied research on the measurement of macromolecules such as proteins and nucleic acids, as well as peptides, glycans, metabolites, lipids, and natural products. The Division provides measurement science, reference materials, reference data, and technologies to foster innovation and confidence in measurements needed to advance biotechnology, DNA forensics, biomedical and bioscience research, and health care. The Biosystems and Biomaterials Division is focused on developing methods that will assure reliability and confidence in the measurements that underpin research and applications in genomic measurements, biomaterials, protein therapeutics and cell therapies, cancer diagnostics, nanoparticle safety, and microbial identification and quantifi­cation. The division carries out this work through fundamental research in measurement science and the development of reference materials, reference data, and protocols. REQUIREMENT: NIST, located at 100 Bureau Drive, Gaithersburg, MD 20899, is seeking sources capable of providing temporary freezer solution(s) for approximately two weeks (could vary depending on length of outage) for non-hazardous chemicals, biologicals, irreplaceable samples, etc that can meet the following specifications either on-site in temporary storage trailers (vendor will need to supply their own generator power) or off site at the vendor's facility: 1. 250 cubic feet for samples requiring -80C 2. 800 cubic feet for samples requiring -20C 3. 600 cubic feet for samples requiring +4C 4. Type of materials that will need to be stored: All sorts of materials (chemicals, biologicals, irreplaceable samples, SRMs, etc). No stored materials are hazardous. 5. If going off-site, cold storage transportation provided by the contractor is required to be maintained at the samples' storage temperature at all times during the transport. 6. Anticipated dates required: April 24-May 5, 2017 (subject to change) 7. The government requests limited access to materials, but does not require it. A response is requested even if only a portion of the requirements can be met by your organization.: Interested parties shall describe the capabilities of their organization as it relates to the services described above. NIST anticipates issuing a Request for Quotation and awarding a contract in April 2017. Companies that can provide the requested storage are requested to email a written response describing their abilities to wendy.paulo@nist.gov no later than the response date for this sources sought notice. The following information is requested to be provided as part of the response to this sources sought notice: 1. Name, Address, DUNS number, CAGE code, and point of contact information of your company. 2. Any information on the company's small business certifications, if applicable. 3. Description of your company's capabilities as they relate to the services described in this notice. 4. A description of your company's previous experience providing the services described in this notice. 5. Indication of whether the services described in this notice are currently offered via your company's GSA Federal Supply Schedule (FSS) contracts, Government-wide Acquisition Contracts (GWACs), or other existing Government-wide contract vehicles; and, if so, the contract number(s) for those vehicles. 6. Any other relevant information that is not listed above which the Government should consider in finalizing its market research.
