- This is a presolicitation notice only for 2017-2021 Indefinite-Delivery, Indefinite-Quantity (IDIQ) to support U.S. Army Garrisons on/around the Kanto Plain, Japan. Offers will not be accepted for this notice. This solicitation will be a Full and Open competitive procurement. Contractors interested in award must be able to conduct business in Japan. The contract will be Indefinite Delivery Indefinite Quantity (IDIQ) Single Award Task Order contract (SATOC) consisting of a 3-year base period and 2-year option period. The overall capacity of this SATOC will be $49 Million dollars. The resultant IDIQ contracts will be fixed price. There will be a minimum guarantee amount of $25,000 for the entire contract period. The Scope of the contract be will to provide all work, materials, supplies, parts, transportation, plan supervision, labor, and equipment, except when specified as Government-furnished, needed to repair, maintain or construct real property facilities on/around the Kanto Plain. The designated North American Industry Classification System (NAICS) Code is 236220, Commercial and Institutional Building Construction with a size standard of $36.5M. The estimated magnitude of construction is more than $10,000,000.00. The procurement will be evaluated and awarded using Lowest Price Technically Acceptable (LPTA). All offerors are advised that this solicitation may be canceled or revised at any time during solicitation, selection, evaluation, negotiation and up to final award. If the solicitation is cancelled, all proposal preparation costs will be borne by the offeror. All offerors must be registered in the System for Award Management (SAM) at http://www.sam.gov. Joint ventures must be registered in SAM as the joint venture. Offerors are advised to begin this process when they prepare their proposal in order to ensure this registration is in place should they be selected for the award. Lack of registration in the SAM database will make an offeror ineligible for award. OBTAINING THE SOLICITATION: The solicitation for this acquisition will be provided in electronic format only and is currently scheduled to be available for download on or about April 17, 2017 at the Federal Business Opportunities website at http://www.fbo.gov/. Enter this solicitation number (W912HV-17-R-0004) in the "Keywords/SOL#:" dialogue box. Any future amendments to the solicitation will also be available for download from this website. All notifications of changes to this solicitation shall be made through the internet only. It is the Offeror's responsibility to check for any posted changes to this solicitation.
