Description
The U.S. Army Contracting Command - Rock Island, on behalf of Project Director Joint Products, intends to issue a competitive Request For Proposal (RFP), W52P1J-16-R-0123, on or after 17 April 2017 with an estimated closing date of 45 days after issuance. The RFP for BSU-33 C/B Fin Assembly and MK84 Conical Fin Assembly is restricted to small businesses, using a best value evaluation approach in accordance with Federal Acquisition Regulation (FAR) 15.101-1. The following items will be solicited: ITEM: NSN: P/N: BSU-33 C/B Fin Assembly 1325-01-614-4020 923AS900 MK84 Conical Fin Assembly 1325-00-009-5573 1380529 The applicable NAICS code is 332993, Ammunition (Except Small Arms) Manufacturing, with a size standard of 1,500 employees. The RFP will solicit proposals for two (2) Firm Fixed Price (FFP), Indefinite-Delivery Indefinite-Quantity (IDIQ) contracts. A total guaranteed minimum quantity of 10,000 BSU-33 C/B Fin Assemblies and 500 MK84 Conical Fin Assembly is anticipated. Both production contracts will consist of five Ordering Periods to award FY17-FY21 requirements. First Article Test (FAT) will be required for both items. Offerors are required to provide a FAT report (Contractor Testing) 270 days after award for the BSU-33 C/B Fin Assembly and MK84 Conical Fin Assembly. FAT samples for the BSU-33 C/B Fin Assembly will be required for Government Testing of the ADU-426/E Pallet Adapter within 270 days after contract award. No FAT samples will be required for Government Testing of the MK84 Conical Fin Assembly. Production deliveries are required to begin within 65 days after FAT approval for both items, estimated at 380 days after contract award. However, if FAT is waived for any item, production deliveries will be required to begin within 180 days after contract award for that item. Monthly production delivery schedules will be based upon a twelve month delivery period for the awarded quantity, with maximum monthly production capacities specified in Section B of the RFP. The Technical Data Packages (TDP) for the BSU-33 C/B Fin Assembly and the MK84 Conical Fin Assembly are applied Distribution Statement D, distribution authorized to the Department of Defense (DOD) and US DOD Contractors Only. These documents contain technical data whose export is restricted by the Arms Export Control Act (Title 22, U.S.C., SEC 2751, ET SEQ.) or the Export Administration Act of 1979 (Title 50, U.S.C., APP 2401 ET SEQ.), as Amended. Violations of these export laws are subject to severe criminal penalties. Disseminate in accordance with provisions of DOD Directive 5230.25. Both TDPs will be available for access electronically via the Federal Business Opportunities (FBO) website shortly after the posting of this synopsis. Interested vendors must be registered with the U.S./Canada Joint Certification Program (JCP) to gain access to the TDPs (see www.dlis.dla.mil/jcp/ for instruction and information). Each individual requiring access to the TDPs must have a FedBizOpps account prior to accessing the TDPs. Access to the TDP will only be granted to those individuals who are listed as the Data Custodian (block 3) on the DD Form 2345, Military Critical Technical Data Requirement, which was required to be registered within the JCP. The Data Custodian is the sole representative identified to receive export controlled TDPs. Contractors must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from this RFP.
