- Market Basket - List of NIINs SYNOPSIS - Tinker Bomber Depot - Solicitation: SPRPA1-17-R-007U DLA Aviation Philadelphia will solicit a proposal for the acquisition of a comprehensive and holistic performance based supply chain management program to support B-1 & B-52 Planned Depot Maintenance (PDM) performed by Oklahoma City Air Logistics Complex (OC-ALC) at Tinker Air Force Base (AFB) under the Boeing Captains of Industry (BCOI) contract, SPRPA1-14-D-200U. This solicitation will also provide Global Support of B-1 and B-52 material support at various depots. Under the BCOI contract, the contractor will provide following: logistics management, which Includes wholesale supply support, depot-level consumable support, material management, engineering support and sustainment elements, packaging, storage, reliability Improvements, and field engineering support. Defense Logistics Agency (DLA) - Aviation seeks to continue providing fleet support under the current BCOI contract by adding the B-1 and B-52 Depot Level Support requirement. For the direct material support, the contractor will be required to meet supply chain performance based metrics for material availability and order response time for approximately 6,552 NSNs. The performance metrics will be based on the level of demand for the individual NSN. For the depot support, the contractor will be required to fill material requirements to facilitate PDM performed by OC-ALC at Tinker AFB supporting the B-1 and B-52 aviation platforms. The contractor will be required to fill all material requirements emanating from individual component repair bill of materials (RBOMs) at Tinker AFB for the B-1 and B-52 platforms as well as Global Depot Support of the same. The contractor will also be required to make recommendations for Engineering Change Proposals (ECPs) and obsolescence management. The contractor will be required to meet supply chain performance based metrics for approximately 6,552 NSNs for the B-1 and B-52 platforms through Depot PDM support at OC-ALC as well Global Support at various depots. This effort contemplated to be procured from Boeing, under the authority of FAR 6.302-1, will be required to provide comprehensive support of the program. Due to the age of the weapon system, drawings are no longer up-to-dale; tooling may no longer available or un-useable; materials may be obsolete and the vendor base has significantly diminished since the parts were last purchased. DLA lacks sufficient technical data to compete this requirement effectively and Boeing possesses the technical capability and data to produce these Items. The integrated approach to supporting the B-1 and B-52 Planned Maintenance line and Global Depot support enables DLA to meet Air Force planning timeframes and reduces the risk of impact to the warfighter. The contract is planned as a Cost Plus Incentive Fee action against the BCOI contract, which is strategic in nature and will be the primary vehicle for procurement of a wide range of supplies. Under the B-1 and B-52 PDM Support, the contractor will be required to provide the following: tailored support based on needs, demand forecasting, vendor management and readiness, training, material management, supply chain engineering/management support, field service representation, obsolescence support, packaging, quality management, risk management, maintenance planning, reliability maintenance/improvements and engineering liaison. The contractor will be required to fill all material requirements emanating from individual component repair bill of materials (RBOMs) at Tinker AFB for the B-1 and B-52 platforms as well as Global Depot support of the same. The performance metrics will be based on the level of demand for the individual NSN. For the depot support, the contractor will be required to fill material requirements and order response times to facilitate planned depot maintenance at OC-ALC located on Tinker AFB. Additionally, the contractor will be required to aggregate all material requirements, i.e. production, repair, allowances, In order to leverage the best value for material support. This add-on to the BCOI contract is directly for the B-1 and B-52 PDM as well as Global Depot Support. The contractor will be paid based on the aggregate demands or other appropriate measurements of usage of the specific weapon systems. Many of the items that will be Included in this contract are currently procured under various contracts with the DLA. The BCOI Contract is strategic in nature and will be the primary vehicle for the Depot support. The contractor will be required to deliver their supplies to the Government within specified time windows. The BCOl contract has a performance period of a five (5) year base period with one five (5) year option to extend the contract for a total performance period of ten years.
