Description
DESCRIPTION: The US Army Contracting Command-New Jersey on behalf of the Project Manager for Maneuver Ammunition Systems (PM-MAS) is seeking sources for the production of Non-Toxic replacements for the currently fielded suite of 5.56 x 45mm and 7.62 x 51mm Blank and 5.56 x 45mm and 9x19mm Marking Training Ammunition. SPECIFICATION: Blank Ammunition: The 5.56mm x45mm and 7.62mm x 51mm blank ammunition must provide the capability of an 18" limited stand-off distance in rifles and machine guns without the need of a Blank Firing Adapter (BFA). Blank ammunition shall utilize the 5.56mm x 45mm (5.56mm x 45mm CCMCK Rifle Kit- NSN 1005-99-132-2616 and 5.56mm x 45mm CCMCK SAW Kit- NSN 1005-99-848-0609) CCMCK and 7.62mm x 51mm rimfire conversion kits in the weapons which precludes the weapons from firing standard service or standard blank ammunition. Additionally, the ammunition must be lead free and come in the following configurations: 5.56mm x 45mm unlinked, 5.56mm x 45mm linked and 7.62mm x 51mm linked. The ammunition shall fit mechanically inside the same standard magazines used with the 5.56mm x 45mm weapon systems (M16, M4, and M249) and the 7.62mm x 51mm weapon system (M240). The converted weapons shall retain the same functional characteristics as the original weapon prior to conversion. No additional weapon conversions or modifications outside of the current CCMCK system will be allowed. Marking Training Ammunition: The 5.56mm x 45mm and 9x19mm marking training ammunition must provide the capability of a 5' limited stand-off distance in rifles, pistols, and machine guns. The ammunition shall be compatible with the current Army fielded M16/M4, M249 SAW, M9 Pistol, M11 Pistol, and M4 Carbine Upper Receiver marking conversion kits (5.56mm CCMCK Rifle Kit- NSN 1005-99-132-2616, 5.56mm CCMCK SAW Kit- NSN 1005-99-848-0609, 9x19mm CCMCK M9 Pistol Kit- NSN 1005-20-003-2362, 9x19mm CCMCK M11 Pistol Kit- NSN 1005-20-003-2361, and 9x19mm CCMCK M4 Carbine Upper Receiver - NSN 1005-01-454-9283). Compatible marking conversion kits shall preclude the weapon from firing standard service or standard blank ammunition. Additionally, the ammunition must be lead free and come in the following configurations: 5.56mm x 45mm unlinked, 5.56mm x 45mm linked, and 9x19mm. The ammunition shall fit mechanically inside the same standard magazines used with the 5.56mm x 45mm weapon systems (M16, M4, and M249), and 9x19mm pistols (M9 and M11). The converted weapons shall retain the same functional characteristics as the original weapon prior to conversion. No additional weapon conversions or modifications outside of the current CCMCK system will be allowed. Sources interested in supplying the marking ammunition should adequately describe their experience in small caliber production and testing, annual production capacity, and verification status of their proposed design. PLANNED ACQUISITION: The planned acquisition is for a FY17 procurement under an existing Non Standard Ammunition (NSA) Basic Ordering Agreement (BOA) for quantities up to 4,000,000 each of 5.56mm x 45mm Loose Blank ammunition and 7.62mmm x 54mm Linked Blank ammunition, up to 900,000 5.56mm 45mm Loose Marking ammunition, up to 2,000,000 5.56mm x 45mm Linked ammunition and up to 1,200,000 9mm x 19mm Marking ammunition. SUBMISSION INFORMATION: Sources interested in supplying the 5.56mm x 45mm and 7.62mm x 51mm blank ammunition and the 5.56mm x 45mm and 9x19mm Marking Training ammunition should adequately describe their experience in small caliber production and testing, their annual production capacity, and also provide verification status of their proposed design for each of the ammunition types. All interested parties should submit a description of their capabilities for producing these rounds, along with sketches, drawings, specifications, brochures, monthly production capability, and/or test results, to include a Rough Order of Magnitude (ROM) for the quantities listed above. This information is required within 10 days of this notice to Melissa Ardis by email at Melissa.m.ardis.civ@mail.mil.
