Description
PRESOLICITATION NOTICE The National Park Service, National Capital Region, Eastern Major Acquisition Office, intends to issue a solicitation for a construction requirement for the National Mall and Memorial Parks. BRIEF DESCRIPTION OF WORK: This project is for the replacement of the fire suppression system (detection, annunciation and suppression) for the Petersen House National Historic Site due to deterioration of the existing system and to maintain code compliance. An upgrade to the water service also is necessary to add an additional water line dedicated to the new fire protection system. The Petersen House is an historic site associated with Ford ¿s Theater and is the place of President Lincoln ¿s death. The site ¿s furnishings and collections must be safeguarded from damage. The project is designed to comply with a Certification Level according to the US Green Building Council ¿s Leadership in Energy & Environmental Design (LEED) Rating System to meet with the latest sustainability requirements. The work will be conducted in two phases with the first phase substantially complete before the beginning of the next phase. The first phase will include the removal of the existing fire alarm system with associated selective removal of building elements, and install a new fire alarm system. The second phase will include the removal of the existing fire suppression system with associated selective removal of the building elements and install a new fire suppression system with restoration of all building elements. ESTIMATED RANGE: In accordance with FAR Subpart 36.204, the magnitude of this requirement is estimated between $250,000 and $500,000. TYPE OF ACQUISITION: A firm-fixed price contract will be awarded requiring submission of both a technical and a price proposal. Wage Rate Requirements (Construction) prevailing wages for Washington, D.C. apply. LOCATION: Petersen House National Historic Site, National Park Service, National Mall & Memorial Parks, 516 10th Street NW, Washington D.C. 20004 SITE VISIT: A site visit date, time, and meeting location will be announced in the solicitation. The anticipated issuance date of the Request for Proposal (RFP) is on or about June 20, 2017 (subject to change). The Period of Performance for this contract is 275 calendar days. Be advised that this requirement may be delayed, cancelled, or revised at any time during process based on decisions related to Department of the Interior (DOI) and National Park Service (NPS) changes. The RFP will be posted and available for download without charge at FedConnect (https://www.fedconnect.net) on or about June 15, 2016. This is a TOTAL SMALL BUSINESS SET-ASIDE under NAICS: 236220, Commercial and Institutional Building Construction. The Small Business Size Standard for this NAICS is $36.5 Million.
