Description
THE GOVERNMENT IS SEEKING SOURCES CAPABILE OF PROVIDE GROUND TRANSPORTATION SERVICES TO OAHU AND KAUAI AS DESCRIBED HEREIN: SUBMIT POINT OF CONTACT INFORMATION WITH DUNS NUMBER AND CAGE CODE: 1110003-4-17 SOURCES SOUGHT 1. 0 Purpose: The purpo s e of this Sources Sought is to outline the general responsibilities and major actions required for the contractor to provide ad-hoc transportation services located at designated locations in and around the islands of Oahu and Kauai, Hawaii between trip One: 22 - 27 April 20 17 and trip Two 27-29 April 2017. 1.2 Contractor shall provide clean, climate controlled vehicles i n proper working order capable of seating the quantity of personnel required for each route. Vehicles shall be registered and insured to operate in accordance with the laws and regulations of all applicable jurisdictions required to support the contracts. Evidence of current registration and insurance shall be main t ained on the vehicle at all times and at the time of the award. If needed vehicles need to be handicapped accessible. DoD desires to obtain the services of a qualified motor coach supplier providing qual i ty trained drivers. Buses must be modern motor coaches and in good, sound mechanical working condition equipped with air conditioning/heat, restroom facility and public address s y stem (PA system) for onboard speakers, at a minimum. Moto r coach supplier should also be abl e to provide closed box trucks for additional luggage, when necessar y. 2.0 S c ope: The contractor s hall provide labo r, equipme n t, and materials to provide transportation series on dates specified by the Contracting Officer Representative ( COR). Services to be performed in accordan ce with applicable Federal, Department of Defense (DoD) and other regulations and directives. The tim es and locations are subject to change at the discretion of the Office of Partner Engagement which may add or delete services as needed. Contractor shall provide charter bus service (two 55-passenger buses ) to transport two groups in and around various geographic locations in the U nited States (to inc l ude Alaska and Hawaii and U.S. t erritories ). Service should be flexible in pick up and drop off time s. 3. 0 Contracting Office r ' s Representative ( CO R ) : The COR will be assigned by the Contracting Officer (CO) in writing to the Contra c tor. The COR shall be responsible for notifying the contrac t or to perform ad-hoc transportation support. 3.0 Contractor Specific Requirements: 3.l. The contractor shall transport personnel in conformance with the Stat e men t of Work ( SOW). The contractor i s responsible for knowledgeable adherence to the Department of T r ansportation Service Regulations: Contractor shall provide the name and phone numbers of the group transportation supervisor in the event contact needs to be made for continuity of services. Dr i v er cannot be " on duty" for more than 1 2 hours per day Driver cannot drive more than 1 0 total hours continuously or 500 miles i n a 24-hour time period Driver must have a minimum of eight hours off in between reporting for duty, but nine i s recommended du e to secure the vehicle. Drivers shall be appropriately trained and licen s ed to operate the vehicles they are assigned in the jurisdictions in which they will operate them. License and identification should be on the person at all times. Driver must be eligible to g ain access to Department of Defense (DoD) Installations in the area. (The drivers ' access will be prepared/proce s sed by the Office of Partnership Engagement through the base protocol staff: no action required by vendor other than supplying a qualified drivers license, not banned from the installation, no warran ts or criminal issues that would result in the driver not being approved for entry to the installation) Driver must be able to communic ate in English. Drivers need to wear appropriate work attire or uniforms at all times. Drivers operating handicapped equipped vehicles are to be trained in the safe operations of the specialized equipment 3.2. The contractor shall identify a point of contact who will work with a governme nt point of contact release upon award.
