- DRAFT Statement of Work (SOW) This Sources Sought/Request for Information (RFI) is being issued in accordance with Federal Acquisition Regulation Part 10, Market Research. It is for information, planning and market research purposes only and shall not be construed as either a solicitation or obligation on the part of the Unites States Patent and Trademark Office (USPTO). The purpose of this RFI is to help the USPTO identify qualified firms that are capable of providing the full range of requirements described in this RFI. USPTO will use this market research information to assess the vendor's capability to successfully meet the USPTO's requirement for a both bi-annual internal and external customer surveys as described in the attached draft statement of work. NAICS Code 541611 - Administrative Management and General Management Consulting Services - has been designated for this requirement. This requirement is unrestricted under Schedule 874-1. Sources Sought This Sources Sought Notice/RFI is to determine the availability and capability of qualified businesses and business classification (including Small Business Administration Certified 8(a) companies; firms in Historically Underutilized Business Zones (HUBZone); Service-Disabled Veteran-Owned small businesses; and Women-Owned small businesses). USPTO welcomes responses from all interested parties. Sources Sought Response Requirements Responses to this notice shall be limited to ten (10) pages (excluding commercial pricing list) and must include: •A capability statement which shall not exceed ten (10) pages. The capability statement should be specific; not advertisement in nature and should: oAddress specifically each individual requirement of the draft Statement of Work (SOW) requirements. oInclude responses to the following: a.Are any of the USPTO's specific requirements too restrictive that could possibly eliminate commercial product(s) that could potentially satisfy the USPTO's goals? b.Provide any suggestions regarding this requirement and/or SOW. oIdentify the Organization name, and telephone number and e-mail address of a point of contact having the authority and knowledge to clarify responses with Government representatives. oIdentify the company's DUNS number, CAGE code, Business Size (small or large), Size Classification (small business, HUBZone small business, Service Disabled Veteran Owned small business, Woman-owned small business and/or 8(a) certified small business, etc. ) under NAICS code 541611, and company structure (corporation, LLC, partnership, joint venture, etc.). Submission must include a written confirmation of registration in SAM (www.sam.gov). Offerors should be registered to be considered as a source. oAddress the company's capability to meet the requirements of FAR 52.219-14, Limitations on Subcontracting, for this requirement if you've identified your business as a small business. oIdentify any Government contractual vehicles available for use for this requirement, such as GSA Federal Supply Schedule contract numbers and GWACs by agency and contract numbers, if applicable. oIdentify three (3) of the company's past performance references and experiences. References must: Be similar in size and scope with implementation of internal and external customer surveys as described within the draft SOW within a three (3) year period from release of this RFI in which the interested party performed in the capacity of a prime. Briefly describe the services provided along with any additional information such as but not limited to the following: (Government or commercial entity, contract number, contract/purchase amount, Period of Performance etc.) relating to each of the past performance descriptions. oProvide any additional information or comments regarding this potential acquisition within the ten (10) page count. •Commercial pricing list(s) or other pricing information, if applicable and available. This should not exceed five (5) pages. Interested parties should address its company's customary practices, including warranties, discounts, and contract type(s) under which commercial sales of the products or services are made, if applicable or available. Acknowledgment of receipt of responses will not be made, nor will respondents be notified of the outcome of the USPTO's review of the information received. USPTO does not intend to hold discussions concerning this RFI with any interested parties. This request is not to be construed as a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this request. The Government will not reimburse respondents for any cost associated with submission of the information being requested or reimburse expenses incurred to interested parties for responses to this announcement. However, USPTO reserves the right to contact one or more of the respondents if additional information is required or to request demonstrations. Responses to this announcement will not be returned nor will there be any ensuing discussions or debriefings of the responses received. However, information obtained as a result of this announcement may be reflected in the subsequent solicitation if issued. This announcement is Government market research and may result in revisions in both its requirements and its acquisition strategy based on industry responses. Any questions regarding this notice must be submitted in writing to Dru Olson at dru.olson@USPTO.gov. Respondents must submit its response (capability statement and pricing list) in accordance with the section entitled "Sources Sought Response Requirements" requirements to Dru Olson at dru.olson@USPTO.gov no later 12:00 PM E.S.T, April 17, 2017 for consideration.
