Description
The Naval Undersea Warfare Center Divison, Newport (NUWCDIVNPT) is responsible for the engineering evaluation of various naval platforms. NUWCDIVNPT Code 85 has a requirement for engineering and technical services in developing Analytic Acoustic Models (AAM) and Finite Element Models (FEM) and conducting analyses/assessments of naval platforms, as well as equipment and systems within. Innovative hull and flank passive SONAR array designs are of specific interest for this requirement. DoD 2011.2 Small Business Innovative Research (SBIR) Solicitation, Topic Number N112-156 was released on 06 June 2011. After a Technical Review of the received proposal, three SBIR Phase I awards were made on 03/14/2013; one to Weidlinger Associates, Inc. (Contract N00014-13-C-0099) and two to two other companies. After the Phase I effort was completed by all three awardees, the results were reviewed and WAI was requested to submit a Phase II proposal based on their successful Phase I effort. After a review of the Phase II proposal, WAI was awarded the SBIR Phase II development option under Contract N00014-13-C-0099. As part of the SBIR Phase II development phase, Weidlinger Associates, Inc. developed a computational computer program called Weidlinger Associates, Inc. High Frequency Analysis Tool (WAIHAT) that calculates array self-noise for hull mounted sonar systems. This acquisition is an SBIR Phase III option to modify WAIHAT to specific submarine hulls and to validate the noise predictions using existing data. The requirement is for engineering services for the evaluation of SONAR array performance against known self-noise sources. The contractor shall evaluate the expected SONAR Array Gain due to signals incidence upon the array at various angles and provide a resultant Signal-to-Noise Ratios (SNR) assessment of a SONAR system. Services include evaluation, development, training, and coding of modeling and analysis methods and the rationale used in the development of Analytic Acoustic Models (AAM) and Finite Element Models (FEM). NUWCDIVNPT intends to award a Firm Fixed Price (FFP), completion type purchase order on a sole source basis to Thornton Tomasetti, Weidlinger Applied Sciences Practice of 40 Wall St., New York City, NY 10005-1304 (CAGE Code 0F747). Thornton Tomasetti is a large business under the relevant NAICS Code 541330, Engineering Services. Per FAR 6.302-5(a)(2), full and open competition need not be provided for this requirement as the project is a SBIR Phase III award that extends efforts performed under prior SBIR funding agreements and is authorized under 10 U.S.C. 2304(b)(2) or 41 U.S.C. 253(b)(2). The Period of Performance will be from date of award ttrough 20 October 2017. Deliveries shall be F.O.B. Destination, Newport, RI 02841. This procurement will be processed using FAR Part 13, Simplified Acquisition Procedures. This requirement is an unrestricted, sole source procurement as concurred with by the NUWCDIVNPT Office of Small Business Programs (OSBP). The NAICS Code is 541330; the size standard is $15.0M. This notice of intent is not a request for competitive proposals. All responsible sources may submit a capability statement which will be considered by the Government. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Additional details will be released upon issuance of Request for Quote (RFQ) No. N66604-17-Q-1485. The RFQ is anticipated for release on or around 17 April 2017.
