- GFE List Petroleum Attachment - Labor Category Matrix Solicitation W15QKN-17-R-1057 FORSCOM currently has a requirement for Petroleum Training (FPTM) Center of Excellence Petroleum Training. The Contractor shall provide all plant, labor, equipment, safety equipment, tools, materials, and supervision necessary to administer Petroleum Training. The period of performance for this requirement is from 15 May-2017 to 14-May-2018 with two 12 month option periods. This requirement will be set aside 100% for small businesses utilizing NAICS 561210 (Facilities Support Services). The small business size standard for this NAICS is $38.5M. A solicitation will be posted to FedBizOpps on or about 31 March 2017 and all responses shall be due NLT 14-April-2017 @ 12:00PM (EST). ALL QUESTIONS IN REGARDS TO THE SOLICITATION SHALL BE SUBMITTED NO LATER THAN 12:00PM EST, 4 APRIL 2017. The anticipated award date will be 10-May-2017. The contract will be awarded to the offeror whose offer is the lowest price that is found to be technically acceptable. PLEASE MAKE SURE TO COMPLETE THE LABOR CATEGORY MATRIX AND ATTACHED IT WITH YOUR PROPOSAL AT TIME OF SUBMITTAL. The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-72. To be eligible for contract award, all contractors must be registered with the System for Award Management (SAMs) found at https://www.sam.gov. Representations and certifications must also be completed before award and can be done so at https://orca.bpn.gov/. Payments for the resulting contract will be made through Wide Area Work Flow (WAWF). Contractors can register for WAWF at https://wawf.eb.mil/.
