Description
Page 1 of 2 SOURCES SOUGHT ANNOUNCEMENT: The VA Pittsburgh Healthcare System (VAPHS), University Drive, Pittsburgh, PA 15240, is conducting a market survey to identify potential sources to provide Compressed Parking Services to its veteran patients, visitors, and employees. This announcement is issued for informational planning purposes only and is not a request for proposal or announcement of a solicitation. Submitting information for this announcement is voluntary and VA assumes no responsibility for any costs incurred associated with the preparation of responses submitted as a result of this notice. If a solicitation is issued it will be announced at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement. The purpose of this market research is to identify capable sources that are both experienced and qualified to provide Compressed Parking Services at the University Drive Campus. VAPHS can expect an average of 1300 patient visits on a normal business day, and 1500 employees to be working during the peak business hours of 8:00am to 2:00pm, Monday through Friday. The UD campus contains a nine-story parking garage and other parking lots. Virtually every square foot of the campus is in use, with no substantial open/unused area. VAPHS currently uses compressed parking on the second through sixth floors of its University Drive parking garage. Interested contractors will be required to submit a plan to thoroughly explain how it intends to maximize use of available space through double (or greater) parking compression. The plan must show details that will allow VAPHS to guarantee to its employees and patients that the time from arriving at the facility by personal vehicle to walking in the door after parking will not exceed thirty minutes with departure taking a similar time. Contractor shall have complete control of vehicles parked in designated compressed parking area(s). Contractor shall be required to furnish all necessary and appropriate labor, supervision, materials, equipment, and supplies to provide Compressed Parking Services. The North American Industry Classification System Code (NAICS) is 812930 and the small business size standard is $38.5 Million for this type of effort. Based on this information, please indicate whether your company would be a Large or Small Business, and provide the average amount of sales for the last three (3) years or whether you have a socio-economic designation. Capabilities Statement and Documentation: Firms/Companies are invited to provide their capabilities, experience and knowledge in providing Compressed Parking Services. Sources are asked to provide information to demonstrate their answers to the following items: Company name, address, website, business type, socio-economic status (e.g., SDVOSB, Veteran-Owned, Woman-Owned, Disadvantaged Small Business, 8(a), general small business, large etc.), and person of contact (including telephone number & email address). Indicate and explain your capability of providing this service including maintaining any required security clearances and or additional licensing. Provide a summary of the staffing plan, supervision, materials and equipment that will be used and any relevant licensing. Please indicate your company's size under NAICS Code 812930. In addition to a Capability Statement which includes the above information, submissions can include brochures, diagrams, etc. as attachments. Information regarding your firm's capacity and capability to provide such services are to be submitted electronically on or before Monday, 04/10/2017 prior to 12:00 pm (EST) addressed to Cynthia Grygier, Contracting Officer: cynthia.grygier@va.gov.
