Description
NASA/GSFC has a follow-on requirement for the Electrical Systems Engineering Services III (ESES III) to support the Applied Engineering Technology Directorate (AETD). The principal purpose of ESES III is to provide electrical systems engineering support services and related work primarily to the AETDs Electrical Engineering Division, with support to the Instrument Systems and Technology Division, Software Engineering Division, Mechanical Systems Division, and the Mission Engineering and Systems Analysis Division, and related organizations, as required, for both in-house and out-of-house instrument and spacecraft programs, for the study, design, systems engineering support, development, fabrication, integration, testing, verification, and operations of space flight, airborne, and ground system hardware and software, including development and validation of new technologies to enable future space and science missions. The place of performance for ESES III will be at the NASA/GSFC, contractor facilities and/or as specified in individual task orders. It is anticipated that the subject contract will be a Cost-Plus-Award-Fee (CPAF), Indefinite Delivery Indefinite Quantity (IDIQ) single-award contract with a five year ordering period, with a potential additional 6 months per FAR Clause 52.217-8, Option to Extend Services. The maximum ordering value will be $493 million, with a unilateral upward adjustment capability of 30% for programmatic uncertainties, if needed, for a total potential Maximum Ordering Value of $641 million. The anticipated contract award date is on or about August 31, 2018. All responsible sources may submit an offer when applicable, which shall be considered by the agency. NASA Clause 1852.215-84, Ombudsman, is applicable. The Government does not intend to acquire a commercial item using FAR Part 12. This procurement will be a small business set-aside. The North American Industry Classification System (NAICS) Code for this procurement is 541712, 1000 employees. Contractor must have a "Secret" level facilities clearance at time of proposal submission. It is anticipated that a Draft Request For Proposal (DRFP) will be released in late May 2017. This will be an opportunity for potential offerors to provide questions, comments or any concerns regarding the DRFP and attachments which includes the SOW. Furthermore, potential offerors will be instructed to submit their OCI mitigation strategies after DRFP release in order for NASA to review them and provide responses to each potential offeror prior to the final RFP release. No proposal/offer is to be submitted during this posting. We anticipate the final RFP to be released mid July 2017. Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any). The ESES III Reference ELibrary has been created.
