Description
The U.S. Army Contracting Command, Joint Munitions & Lethality Contracting Center, Picatinny Arsenal, NJ 07806-5000, on behalf of the Office of the Project Manager for Combat Ammunition Systems intends to issue a solicitation for production of 60mm High Explosive (HE) M1061 Cartridges. Production of cartridges involves the handling of energetic materials. The Government anticipates restricting this solicitation to the National Technology and Industrial Base (NTIB) under 10 USC 2304(C) (3). The Government expects to award a single Firm Fixed Price contract with a Base Year plus four (4) option years. The anticipated quantity for the base year is estimated at 15,898 M1061 Cartridges. The maximum quantity anticipated for the entire contract period is estimated at 109,108 M1061 Cartridges. It is the intent of the Government to make a single award Firm-Fixed Price base contract plus four (4) option years. The contract period will cover FY17 to FY21 requirements. It is anticipated that the Request for Proposal (RFP) will be released 3rd Quarter FY17. The M1061 Mortar Ammunition Cartridges for 60mm Mortar Ammunition Programs have Technical Data Packages (TDP) with a Distribution Statement D. All interested parties will be required to submit a certified DD Form 2345 in accordance with DoD Directive 5230.25 and a Non-Disclosure Agreement to obtain a copy of the TDP through www.fbo.gov once all forms are submitted and approved. Instructions for completing the DD Form 2345 can be found at http://www.dlis.dla.mil/jcp under documents. Restricted technical data will not be forwarded to a contractor who has not been certified. First Article Tests (FAT) will be required under this contract. Delivery will be FOB Origin. This solicitation and any amendments will be issued electronically in accordance with FAR 4.5 and 5.102, therefore, hardcopies will not be provided. Vendors wishing an electronic copy may download it on or after the issue date from FBO. As this solicitation and any amendments thereto will be issued electronically, vendors are advised to periodically access FBO in order to obtain any amendments which may be issued. Failure to obtain any said amendments and to respond to them prior to the closing date and time set for closing of the RFP may render your proposal nonresponsive and result in the rejection of it. The Government will furnish the following Government Furnished Material (GFM) to the awarded contractor: (1) M27 Fins, ignition cartridges (M702), fuzes (M734A1) and propelling charges (M236). The contractor will be required to provide the fin adapter, fuze adapter, case, HE Unit (containing PBXN-110), obturator, Fragmentation Insert (FI), fiber tube (PA181), metal containers (PA191), packaging fillers and all other materials required in the TDP. Interested contractors should respond by demonstrating they possess the experience and capability, or that they can obtain capabilities though subcontracting, necessary to fabricate (including injection mold a liquid crystal polymer over metal fragments), assemble, inspect, and deliver the required quantities of cartridges at a rate of production of up to 5,000 per month. All contractors interested in this potential future solicitation must be registered in the System of Award Management (SAM). This synopsis is for planning purposes only and shall not be construed as a RFP or as an obligation on the part of the Government. All information submitted will be held in a confidential status.
